PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.
Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.
Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.
General responsibilities
He/she facilitates the functioning of PU-AMI programs in Paktia and Ghazni through a strong support to the provincial logistics team. All references below of “Province/Provincial” refer to the Nangarhar and Laghman Province. Concretely, he/she:
Makes the link between Kabul Logistic department and Paktia/ Ghazni Logistics department.
Provides a strong support to the provincial Logistics team in general.
Organizes regular meetings and trainings when necessary at all level of the logistics system of the province.
Respects PU-AMI procedures concerning quotations, orders, purchasing, deliveries and inventories.
Detailed tasks
Objective 1: Drugs Supply/ Import Process
a. In collaboration with the Logistics Coordinator and the Pharmacy Department, he/she follows the import process of drugs.
b. He/she collaborated with Kabul Logistics and Medical Departments regarding customs process and means of transportation according to PU-AMI procedures.
Objective 2: Transportation and fleet management
a. He/she is responsible of organizing all tasks related to the transport of goods, equipment, materials and medical supplies between the bases and to the areas of intervention.
b. He/she is responsible for quotations, management of rental framework contracts, supervision of drivers and movement plan.
Objective 3: Procurement
a. He/she is responsible of all essential steps of procurement: search, find, compare, negotiate, and formalize contracts respecting PU-AMI procedures, under the supervision of the Area Coordinator and with the technical support of Logistics Coordinator.
b. He/she signs documents of purchase files which amounts are below admitted thresholds set for field validation.
Objective 4: Management/ Trainings
a. In close collaboration with the Logistics Coordinator, he/she organizes meeting and training to the logistics department of the province to improve the implementation of PU-AMI logistics procedures.
b. He/she provides support to the logistic officer and assistants to structure the logistics department of the base at provincial level. He/she is in charge of appraisals for the team members he manages.
Objective 5: Stock Management/ Inventories
a. He/she supervises the logistics stocks management in Jalalabad bases.
b. He/she supervises the regularly update of inventories in the Health Facilities and in the bases. He/she makes regular physical checks and report to the Field Coordinator in case of any missing items.
Objective 6: Reporting/ Communication
a. He/she keeps a strong communication with the Area Coordinator, Project Managers, Logistic managers of other bases and Logistics Coordinator.
b. He/she provides a Monthly Log report and purchase follow-up as per PU-AMI template to the Logistics Coordinator.
Objective 7: Security
a. He/she supports the security officer in analyzing the security context.
b. He/she is responsible of the respect of security and safety protocols among his team and the rental drivers.
c. He/she is responsible to give all logistics means to the security department so that the safety of Ghazni base buildings is ensured.
Qualification/ Requirements:
1. University degree with the specialization of logistics/ supply chain management from registered institute or governmental universities or BBA with the specialization in Logistics or SCM and at least 5 years’ experience in the field of logistics/procurements, preferably within an international NGO or UN.
2. Fluent in Dari, Pashto and English.
3. Excellent computer skill, including MS office application and internet soft wares.
4. Excellent interpersonal and communication skills with strong organization abilities.
5. Strong capacities in the organization of training.
6. Ability to set priorities and manage time effectively.
7. Ability to work both independently and as an effective team member.
8. Ability to think and communicate clearly with others, motivate and lead people, demonstrated abilities to take initiatives, build consensus and make thing happen.
