About FAO Organization

Project Background:

Combating land degradation and biodiversity loss by promoting sustainable rangeland management and biodiversity conservation project is a five year intervention of the Food and Agriculture Organization of the United Nations (FAO) funded through the Global Environment Facility (GEF). This project aims to improve the sustainability of agriculture, forest, and land-use management through rehabilitating degraded rangelands, biodiversity conservation and enhancing and maintaining the livelihoods of Afghan rural communities in Khost, Laghman and Nuristan provinces in          Afghanistan by employing the community-based natural resource management (CBNRM) approach. The project has three major components: (i) capacity-building at the national, sub-national, and district levels in community based natural resources management for sustainable rangeland and forest planning; (ii) Integrated management and restoration of degraded landscapes for biodiversity conservation and sustainable/regenerative rangeland management; (iii) Systematic creation and sharing of knowledge, project coordination, monitoring and evaluation (M&E), and institutional capacity development. 

The Senior GIS specialist will be responsible for all the geospatial data creation and management which would facilitate the implementation of participatory assessment and mapping of natural resources of the target districts. In addition, they will be preparing land-use/land-cover, watershed and topographic maps for RMAs and FMAs and target areas. 

The Senior GIS specialist will closely work with appointed specialists and support the project task team in preparing maps of land-use/land-cover, rangeland hotspots, FMAs and RMAs, mission maps etc which would facilitate in devising strategies and plans for implementation of sustainable natural landscape planning. They will provide technical guidance for the implementation of forest restoration and management, agroforestry and small-scale greenhouses.

FAO is looking for qualified national staff fill the position of senior GIS specialist. This position will support the work of the GEF-funded” Combating land degradation and biodiversity loss by promoting sustainable rangeland management and biodiversity conservation” project in Afghanistan. 

 

Job Description

There are 8  positions, one per duty station: Bamyan, Kandahar, Jalalabad, Kunduz, Mazar-e-Sharif, Kabul, Gardez and Herat. 

These are National Project Personnel positions – SB4.

Reporting Lines

Under the overall supervision of the FAO Representative, the direct supervision of the Regional Coordinator, and the technical supervision of the Head of the Livestock Team, the Regional Livestock Census Specialist is responsible for the following tasks:

Technical Focus

The Regional Livestock Census Specialist will provide technical expertise and guidance in planning, implementing, and analyzing the Livestock Census in Afghanistan. The expert will work closely with relevant national agencies, international organizations, and local stakeholders to ensure the successful execution of the census and the production of reliable data.

Tasks and responsibilities

  • Provide technical support and expertise in livestock census planning, implementation, monitoring, coordination, and analysis of the livestock census.
  • Support to the international and national managers of the national livestock census
  • Support in adapting the Livestock Census framework and tools to align with local customs, practices, and challenges.
  • Support coordination and problem-solving related to census within the respective regions.
  • Contribute their knowledge of the local context, livestock sector, and data collection challenges specific to Afghanistan.
  • Assist in the development of training materials, manuals, and guidelines for data collection.
  • Contribute to the data analysis and report development.
  • Assist in organizing meetings, workshops, and technical working groups to facilitate dialogue and information sharing.
  • Participate in training sessions, workshops, and capacity-building activities to enhance the skills and knowledge of the census team.
  • Monitori the census data collection and related activities.
  • Provide on-the-ground support, supervision, and quality assurance to enumerators and supervisors.
  • Assist in data analysis, working closely with the International Livestock Census Expert.
  • Contribute their understanding of local livestock systems, trends, and patterns to interpret the census findings accurately.
  • Play a critical role in coordinating and engaging with local stakeholders, including government agencies, community leaders, and livestock owners.
  • Help foster collaboration, gather support, and ensure the participation of key stakeholders in the census process.
  • Any other tasks as assigned by the Supervisor / FAO.

Job Requirements

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree (Master) or University degree (Bachelor) in livestock, veterinary sciences, economics, statistics, or a related field.
  • For Advanced university degree (Master or equivalent) at least five (5) years of professional experience in statistics, animal health, and animal production.
  • For university degree (Bachelor) at least seven (7) years of professional experience in statistics, animal health, and animal production.
  • Working knowledge (level C) of English and local languages (Pashto and/or Dari);
  • National of Afghanistan.

Technical/Functional Skills  

  • Strong technical expertise in livestock data collection methodologies, sampling techniques, and statistical analysis.
  • Demonstrated experience in the implementation of activities in collaboration with public and private sectors.
  • Demonstrated experience in dealing with partners and other stakeholders.
  • Experience with the United Nations or I/NGOs is considered a strong asset.
  • Familiarity with the livestock sector in Afghanistan or similar contexts.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Overall, livestock census specialist brings valuable local knowledge, expertise, and cultural understanding to the Livestock Census, contributing to its success and ensuring that the data collected accurately reflects the reality of the livestock sector in Afghanistan.
  • Strong professional command of Microsoft Office, in particular Word and Excel.
