The Norwegian Afghanistan Committee (NAC) has a zero tolerance of sexual exploitation, abuse, and harassment (SEAH) both within the organization and of beneficiaries. Prevention of and protection from sexual exploitation, abuse, and harassment (PSEAH) is the individual and collective responsibility of all NAC officers, management, staff, consultants, and volunteers, who are all required to familiarize themselves with, agree to, and act in accordance with NAC’s Ethical Guidelines and Commitment, NAC Child Protection Policy, and NAC PSEAH Policy, at all times – both during and outside working hours – and participate actively in introductory and refresher trainings. Any breaches of PSEAH clauses in NAC’s policies, guidelines, and/or commitments will lead to immediate termination and possible legal actions.

Job Description

Major Duties and Responsibilities:

Specific tasks /responsibilities under Disaster risk reduction

  • Responsible for conducting needs assessment, survey, and focus group discussion regarding DRR requirements.
  • Preparation of training materials and facilitate the establishment of CDMC and DDMC on the village and district level.
  • Organize and conduct the DRR, first aid, and search and rescue training for CDMC, DDMC and PDMC.
  • Responsible for organizing the distribution of first aid kits and other DRR materials, accounting, and reporting on the distributions.
  • Plans and conducts DRR awareness programs for the local communities.
  • Participate actively and engage with communities through accountability workshops/meetings and receive community feedback to improve program quality and delivery.
  • Increase the capacity of CDMC, DDMC and PDMC that will be responsible for the monitoring and updating of the emergency plans at the community level.
  • Support agricultural faculty members to conduct research projects related to climate change impacts and mitigation measures in project targeted areas.
  • Assist the team in the preparation of the field mission report and submit it to the DRR and officer for review and verification.
  • Assist the M&E unit with collecting data from the field (base line, midline, and final evaluation).
  • Assist the DRR and climate change and agriculture/NRM officers and the M&E unit with the documentation of the result of the DRR activities.
  • Monitor the technical activities as per the activity and yearly plan and provide technical reports and assist the DRR and M&E teams to draft and collect long and short stories.
  • Represent the NAC together with other colleagues in any type of meeting at district or provincial level.
  • Provide feedback to the project management team on findings and learnings to reflect field-level realities.
  • To carry out the role and responsibilities in a way that reflects commitment to NAC Safeguarding Policy.
  • Provide appropriate and timely feedback, input, and suggestions/recommendation to supervisors on relevant stakeholders on matters concerning DRR activities.
  • Coordination with DAIL other Governmental Agencies and NGOs to leverage support of DRR activities.
  • Any other tasks assigned by regional program coordinator and head of regional office.

Reporting:

  • Coordinate with line manager for completion of report and confirmation with line department in district and provincial level.
  • Provide reports from trainings, workshops, practical sessions, and assessments conducted in communities.
  • Assist regional program coordinator during the preparation of plans and reports.
  • Submit technical reports and provide technical assistance to the M&E Unit in the preparation of reports.
  • Document lesson learn and success story in coordination with M&E staff.
  • Representing NAC in coordination meetings with government and non-government agencies.

Further duties may be required from the duty holder based on the nature of NAC projects. And this will be assigned based on the direct supervisor.

Note: The priority will be given to the local community

Job Requirements

Languages Required: 

  • Fluent in Dari
  • Good at Pashto
  • Good at English speaking and writing

Qualifications Required:

  • BSc degree in agriculture/DRR or equivalent qualification

Work Experience:

  • Four years of experience in DRR/Climate Change activities.
  • More than four years of demonstrated success in DRR training.
  • Excellent experience in coordinating programs at the district level
  • Complete experience with household surveys
  • Good experience setting up group discussions to gather information.
  • Excellent interpersonal skills, promoting collaboration and teamwork.
  • Integrity and accountability.
  • Good communication
  • Analytical skills
  • Works well under pressure and meets tight deadlines.
