Job Description

POSITION OBJECTIVE.

The MERL Regional Coordinator position is part of the strategic level positions within the institution. The successful candidate will take a co-lead supervisory/management position within the Monitoring, Evaluation, Research and Learning Unit and will be responsible for the support and coordination of overall management, supervision and oversee of MERL staff under all three pillars of Monitoring Evaluation, , Research and Development and MIS. She/he will also be responsible for the accurate coordination of data collection of all outcome and output level indicators related to various grants within AKF-Afghanistan as part of the proposed M&E plan. She/he will also be working closely with regional sector managers and the National MERL Unit. The MERL Regional Coordinator will also assist in the development of monitoring and MIS systems appropriate to AKF-A’s regional reporting commitments to donors, government, and other partners. The position holder is also supposed to apply the 70:20:10 capacity building model in her/his work, where 70% learning will be on job-learning, while 20% will be through planned capacity building opportunities within MERL as well as 10% through specific training programs for the career development of individual.   

JOB DUTIES AND RESPONSIBILITIES

  • To coordinate the overall progress of Monitoring, MIS, Evaluation and Research plans in terms of the timely implementation of yearly plan of operation (YPO) and staff development through relevant capacity building programs and packages.
  • To Support in overall processes of hiring, performance planning and smooth delivery of assigned tasks of MERL regional staff.
  • To coordinate development of appropriate and result-based monitoring/MIS and evaluation plans and systems including the design and development of research and evaluation studies.
  • To coordinate the implementation of appropriate monitoring/MIS and evaluation systems and tools across all AKF-A sectors that reflect donor commitments identified in programme proposals & log frames.
  • To coordinate the implementation of dedicated M&E plans and studies such as baseline, midline and impact assessments related to various grants within AKF-A.
  • To supervise the smooth implementation of YPO through effective time-bounded consultation with Regional MERL Manager.
  • Conduct quarterly and need-based assessments of MERL monitoring/MIS systems and plans when needed.
  • To coordinate the reporting of all monitoring/MIS and evaluation activities to the Regional MERL Manager and national office.
  • Support the preparation of research reports by applying both quantitative/qualitative research methods and analysis on MERL findings as required, working closely with technical staff and implementing partners.
  • To coordinate regular sharing of MERL findings with project staff through appropriate knowledge management system.
  • Support PMSC and SPM in developing regional strategy by providing inputs through GAP analysis, success and lesson learnt.
  • Support PMSC on new project development by providing inputs through GAP analysis, success and lesson learnt.
  • Represent AKF education sector in meetings, events/campaigns, and other relevant interventions.
  • Carry out the responsibilities of the role in a way which reflects AKF’s commitment to protecting children in accordance with the AKF Child Safeguarding Policy and advocate for the rights of children.
  • To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy.
  • To report any suspicions or actual violations of the Safeguarding Policy and and/or Child Safeguarding Policy as per the given training.
  • Report any breaches of the Child Safeguarding Policy to the district-level child protection focal point.

 

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES

  • To lead the management, supervision, and oversee of the Regional MERL team, if the MERL Coordinator is appointed as the Office in Charge (OIC) by the RD.
  • Coordinate the organization of relevant capacity building events and conduct M&E/Research/MIS trainings for project and implementing partner staff.
  • Any other responsibilities as assigned by the Regional MERL Manager or the National Director of MERL in consultation of RD.

 

DECISION-MAKING & AUTHORITY

  • Developing and implementing in-house capacity building activities.
  • Supervision of regional MERLU staff as assigned by the RD.
  • Making decisions at the technical / operational level implementation of activities in the field through coordination and regular communication.
  • Hiring, performance assessments, and budget development/modification & utilization as assigned by the RD.
 

Job Requirements

JOB SPECIFICATION

  • Minimum of bachelor’s degree in field relevant to M&E e.g. development, sociology, statistics, etc.
  • At least 5 years of relevant or similar working experience, particularly in an international organization in a developing country with similar operational / programmatic scale.
  • Fluent in English both written and spoken. Ability to speak Dari / Pashto is preferable.
  • Proactive, able to adjust quickly to the demands and context specific to the country, creative, proven ability to work in a team, systematic, organized, structured, analytical, very good attention to detail, focused, familiar in working long hours both at the field level and office setting, excellent communication skills (oral and written).
  • Ability to resolve problems creatively and logically; synthesize; readily grasp issues and the means to address them and translate ideas into action with a strong results orientation.
  • Experience with logical frameworks and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), information analysis and report writing including MIS.
  • Willing to undertake regular field visits and interact with different stakeholders.
  • Computer skills: familiar with MS Office based applications (including Excel and Access).  Ability to use statistical packages, such as, SPSS preferable.
  • Highly developed analytical and communication skills, and ability to assimilate and process information for wide-ranging audiences in multiple formats.
