SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. Job Description

Scope of work:

The community mobilizer/ project supervisor is a staff member of the SCA responsible for supervision /monitoring and support of all SMI/reproductive health care activities, coordinating the activities with Ph.D. and other partner agencies, ensuring related policies and guidelines are followed, and supporting health facilities staff to provide quality services for mothers and children.

Main Responsibilities:

  1. Develop monthly, quarterly, and annual operational plans.
  2. RH activities with Ph.D. and partners concerned department/staff and represent SCA in related taskforces and other technical and coordinating forums.
  3. Support Family health House staff and community network to identify challenges and take action to achieve expected results for the well-being of women and children.
  4. Develop a plan for supervision and conduct supervisory visits using a standard checklist and make sure all components of MCH and RH are provided in an integrated manner.
  5. Conduct training need assessment, plan for Midwife staff and CHWs training,
  6.  Facilitate training courses/sessions.
  7. Ensure all Family health House fares are properly staffed and equipped. Ensure all health facilities are supplied with enough drugs, contraceptives, delivery kites, and other supplies.
  8. Establish relationships with midwifery schools and encourage graduated community midwives to join SCA-supported health facilities.
  9. Develop monthly activity reports and monitor progress toward achievement of stated targets according to the predefined indicators and provide feedback. Actively participate in developing quarterly, annual, and end of FHH project reports.
  10. Participate in surveys and assessments including CAAC and household surveys with health facilities and community networks.
  11. Identify and report immediately problems that interfere with the delivery of service or in achieving the program objective to his/her supervisor
  12. Develop awareness for Mother on early detection of FP, breastfeeding, immunization, nutrition, and other related issues.
  13. Prevent neonatal and maternal morbidity and mortality by providing a clean delivery room and clean delivery kit and avoiding complications by establishing a referral system.
  14. Improve save Mother Hood by giving on-the-job training and conducting refresher training courses (ANC, PNC, FP, FP counseling, safe delivery, petrography, etc.). 
  15. Provide infection prevention equipment in Family Health House.
  16. Develop information, communication, and education plan activities. Ensure all Family Health House and community networks are supplied with enough IEC material and use them properly.
  17. Support Family Health House and community network to establish an effective system for referral of severe and complicated cases.
  18. Perform other duties assigned by the supervisor
  19.  Ensure all MoPH and SCA technical policies, guidelines, and procedures are understood and followed by the field staff.

Job Requirements

Qualifications & Job Requirements:

  • Medical Doctor, or having a nursing degree in the relevant field of community mobilization and health education, community engagement, etc.
  • At least 2-3 years of relevant experience in protection and community-based programs.
  • Good knowledge of community dynamics, power structures, and socio-cultural in the conflict-torn areas
  • Good coordination, networking, interpersonal and relationship-building skills, and diplomacy.
  • Good communication and liaison skills with the community and all staff.
  • Good capacity and analysis of conflict management to provide advice to the population.
  • Written and spoken Pashto, Dari and English is a plus.
  • To be able to propose solutions to the identified needs.
  • Flexibility is requested regarding the working hours and the live-in community after the working hours.
  • Dynamic to motivate the team
  • Preferences will be given to local residents.
