ORGANIZATIONAL CONTEXT:

Afghanistan is affected by illicit drug production as well as drug use and dependence (and a concentrated HIV epidemic among injecting drug users). With around 2 million drug users and 5% of the population involved in drug cultivation, Afghanistan pays a very high cost for the illicit drug problem in the country.

Sub-programme 3 aims at addressing drug use, drug use disorders and related HIV/AIDS and other co- morbidities as part of the humanitarian response in Afghanistan, with a special focus on vulnerable groups such as children, adolescents, female injecting drug users and populations in closed settings.

UNODC sub-programme 3 has been supporting Afghanistan to strengthen drug prevention, treatment and rehabilitation, and harm reduction programs based on scientific evidence, human rights and gender consideration by developing: 1) comprehensive and effective drug policy and system; 2) coordination among stakeholders; 3) technical tools (e.g. national guidance, clinical protocols, psychosocial protocols); 4) capacity building of national policy makers, public health officials, health and drug treatment professionals, social care and education providers, as well as criminal justice and law enforcement officers.

Job Description

• Calculating and measuring of quantity of all items contains in Road Project from drawings such as cut, fill, Pavement, Bridges, Culverts and etc.
• Responsible for maintaining quantity and activities database for invoicing and Reporting.
• Providing Rate analysis for all Road Project Items based on ongoing site and market condition.
• Collecting correct and accurate required data regarding the factors affecting the quantity and cost of the project.
• Providing the Payment applications (invoices) based on the actual work done at site.
• Providing Final Bill of Quantity and preparing variation and price adjustment.
• Providing Monthly and weekly reports of Quantity and Progress.
• Calculation of overall project progress in weekly and monthly basis as per site worked activities.
• Monitoring the progress vs Payment.
• Making Project summary report, monthly report and weekly accomplishment and quantity report.
• Estimation of required materials for all items of the Road Project.
• Providing work Plans and details Work schedules based on Machinery Capacity and site condition.
• Tracking of work progress per the schedule and providing needed recommendations with Top management.
• Proposal Writing, preparation of bids, pricing of BoQ based on updated market rates and familiarity with UNGM, Atlas (UNDP) and UNOPS e-tendering systems
