About Afghanistan Rehabilitation and Education Program (AREP):

AREP is an independent non-governmental, non-profit Afghan national organization that was established in 1994 and registered with the Ministry of Economy in 2005. AREP's learning experience as a development organization comes from its working association with communities in different areas of Afghanistan. More importantly, the development and growth of the organization have been through an evolutionary process. Besides AREP is a member of Education International (EI), Agency Coordinating Body for Afghan Relief and Development (ACBAR), Afghan NGOs Coordination Bureau (ANCB) and DUKE OF EDINBURGH’S (The International Award for Young People) AREP is also one of the few Afghan NGOs certified by the Afghan Institute of Civil Society (AICS) in 2018.

AREP is working for women, youths, and children where disability is the top priority among the AREP three targeted groups in three  main  AREP  core  competencies/  technical  expertise,  a):  EDUCATION  (Formal  and  Informal education, b): CAPACITY BUILDING [Vocational Education Skills Trainings, Awareness Initiatives (Civic Education, Human Rights, Anti-Corruptions, Access to Justice, Peace Building & Conflict Resolution)  and  other training for aforementioned target groups]  &  c): COMMUNITY DEVELOPMENT providing them assistance in the multi-cultural program, government and community dialog, peace building and Rehabilitation & Small Infrastructure) throughout Afghanistan.

Job Description

Duties and Responsibilities

  1. Follow up the Q/C manual during design, and commencement of the work such as School Construction.
  2. In conjunction with the respective constrictors facilitate the testing the quality of materials.
  3. Make a schedule of testing of materials for each contract and ensure the tests are carried as planned.
  4. Maintain and document the records of reports of tests carried out in the sties of construction.
  5. Investigate and report constrictor’s concern related to quality control issues as may be required.
  6. Prepared and submit reports on project works and quality of work when making field visit.
  7. Inform on problem or potential problems with respect to materials and quality that arise in connection with the works contract and make recommendation to project manager for possible solutions.
  8. Provide timely assistance and direction on all matters related to the interpretation of the quality control testing and other matters related to contract compliance and progress of a project.
  9. Review as may be necessary, all testing of materials and equipment products needed to assure that he quality standard specified in the contract documents are met.
  10. Standardization for all geo-technical materials exploration (both soil and rock) for Constriction and drainage crossings, high embankment, cut slope susceptible to erosion/land slide, various material testing.
  11. Check project after design according to its specification of the project.
  12. Performing other duties assigned by relevant supervisor

  14. The employee is required to follow this job description and complete his/her works in respect of the AREP rules and regulations.      
  15. Ensuring teams work together to deliver quality work to strict deadlines.     
  16. Preparation and implementation of construction quality tasks and procedures         
  17. Monitor the permanent construction and renovation work in schools for proper and quality implementation       
  18. Ensure timely and effective resolution for quality control of the construction and renovation of schools.  
  19. Carry out inspection and checking for all quality work of school construction and renovation procedures on the site and ensure activity at the site is as per approved method statement and inspection test plan.
  20. Coordinate with the contractor’s representative and Site Engineer in charge for inspection and meetings about quality problems, including the closure of Non-Compliance Report.       
  21. Taking care of quality documents of the entire project, including SOP, TOR, BoQ, test results, inspection requests,        
  22. instruction/observations, permanent materials delivered and other quality of construction work 
  23. Liaise with Contractors Quality for smooth and timely implementation of the project.       
  24. Any other tasks assigned by the supervisor

Job Requirements

Minimum of 05 years of work experience in a construction role, especially schools, preferably with UN, USAID, donor and another INGO & NGO.

Bachelor's Degree in Civil Engineering in a relevant field    

At least 4 years of relevant experience with national and international NGOs.

Fluently in Dari, Pashto and English

Advantages Other qualifications: Auto CAD Program (2D & 3D) and MS Office packages.

Excellent cross-cultural skills, ability to work in a diverse, multi-Cultural NGO Environment, with respect, professionalism and gender sensitivity.

Excellent communication skills and experience in working with groups of national and international staff with different diversity     

Fluency in English is required, while knowledge of Pashtu/Dari will be an asset   

Good knowledge of Office packages (MS Word, Excel, etc)      

Ability to work under pressure and meet deadlines
