Job Description

The position holder is chiefly involved in enhancing quality programming and accountability while taking a driving role in further integrating community engagement and accountability as well as protection/gender and inclusion approach. S/he will also enhance the capacity of quality and accountability team on PMER and PGI and other relevant topics. The manager will also responsible on ensuring modification and adjustment of the current Management Information System (MIS) of ARCS to the donors requirements and ensure that the database is capturing and reporting data considering the quality and accountability in all projects.

Job Requirements

Education:

University graduate degree in management or relevant., field University post-graduate in relevant field

Experience:

Experience in Protection programming, Monitoring

Establish professional mastery in similar role – MEAL, Protection gender and inclusion, Grants and reporting program or project management and coordination (3 Years Experience at least)

3 Years of experience within Red Cross and Red Crescent Movement or similar international organization

Advanced experience in organizational development and capacity building

Experience in high-risk contexts and fragile states

Advanced experience in coaching, skill transfer and applying collaborative working models

Advanced experience in integrated programming, MEAL, protection programming or grants and donor reporting

Advanced experience as practitioner in community engagement and accountability mainstreaming of protection, gender, and inclusion approaches.

Knoeledge and Skills:

Advanced analytical skills and analytical methodologies and reporting skills

Established knowledge/expertise in risk management.

Excellent command in written English

Advanced capacity to work in multi-cultural environment and to overcome language barriers

Proficient in computer literacy (Microsoft Office suite)

Duties and Responsibalities:

Quality Assurance

In collaboration with ARCS senior management and IFRC technical leads and Quality and Accountability team

 

  • Ensure compliance with IFRC standards as well as donors and other stakeholders standards, policies and procedures for in assuring quality and accountability.
  • Assess, analyze and monitor trends, risks and conditions for programme management in regard to the humanitarian and development contexts.
  • Advise on and enable solid needs and data analysis underpinning IFRC operational planning and any programme development.
  • Ensure high quality services provided reflecting solid analysis on the context, challenges, results vs targets.
  • Lead on performing evaluations or lessons learnt processes on IFRC-supported programmes and emergency response activities
  • Ensure the mainstreaming of community engagement and accountability via the establishment of feedback mechanisms to inform programme design and development.
  • Lead on the mainstreaming of protection, gender and inclusion; and community engagement and accountability in the design, monitoring and reporting of programs.
  • Promote the principles and practices of beneficiary accountability to colleagues, providing training and coaching in beneficiary feedback and other good practices as required.
  • Provide support for project managers to develop M&E elements of donor proposals and reports, including provision of monitoring plans, project data, and reports on progress towards indicators.

Accountability assurance

  • Ensure coordination of overall planning, monitoring, evaluation and reporting (PMER) between IFRC, ARCS and Red Cross Partner-National Societies (PNS) to demonstrate compliance with our promises, efficiency in the use of resources, collective impact, effective monitoring and evaluation and timely reporting.
  • Accountable for the development of the process for Federation-wide reporting system and ensure the best possible engagement with the Federation-wide partners to guarantee the most accurate narrative and financial information.
  • Lead on risk analysis and advise on any proactive measures to be taken with regards to partners, especially with regards to Prevention and response to Sexual Exploitation and Abuse (PSEA) as well as fraud and corruption prevention.
  • Developing a roadmap in collaboration with the quality and accountability team to ensure strategy and guide the team and its development.
  • Provide guidance and inputs on data needs linked with quality and accountability indicators to ARCS and IFRC technical teams.
  • Ensure the safety and confidentiality of the collected information in accordance with the IFRC Code of Conduct, protection, gender and inclusion, and relevant IFRC guidelines.
  • Ensure participation and empowerment of persons affected by disasters, displacement, and maintain an age, gender, and diversity-sensitive lens throughout the program activities.
