About HADAAF

  • HADAAF is a non-governmental, non for profit and non-sectarian Afghan NGO founded in March 2004 and legally registered with the Ministry of Economy in 2006. Since its inception, HADAAF has been implementing programs in different sectors such as; health, education, livelihood, emergency response and community’s development mostly in hard to reach area of Afghanistan. Under its programs HADAAF is targeting the most vulnerable communities; such as marginalized women and children, people with disabilities, internal and external displaced population in different parts of the country. HADAAF has adapted a strategic approach of partnership and collaboration throughout its program implementation. Thus far, HADAAF has implementing projects/programs in partnership with MoPH, IMC, UNICEF, WHO, FHI 360, Health Net TPO, UNDP Save the Children International, Swedish Committee for Afghanistan, Johanniter and Cordaid in Nuristan, Urozgan, Ghor, Farah, Kunar, Laghman and Kabul provinces. This collaborative approach has enabled HADAAF to get access to hard-to-reach areas and implement quality service delivery.

Job Description

Within Humanitarian Assistance and Development Association for Afghanistan (HADAAF), the PSEA Focal Point shall actively promote protection from sexual exploitation and abuse (SEA) and will be responsible for reporting all concerns and complaints to the HADAAF designated team and must complete a PSEA incident reporting form and send this as well within 24 hours of concern being raised, where possible.

The PSEA Focal Point will participate in all relevant meetings, develop necessary documents for the unit, and provide training to staff on preventing all forms of gender-based violence, sexual harassment, exploitation, and abuse.

Duties and Responsibilities of PSEA Focal Point:

1. Engagement and Support of HADAAF Staff and Local Communities

a. Facilitate awareness-raising in HADAAF staff and local communities on their rights regarding sexual exploitation and abuse (SEA).

b. Provide support in community consultations, monitoring of complaints, and providing feedback to complainants and communities.

2. Prevention

a. Ensure that the entire organization and your contacts know you are widely available.

b. Work with human resources personnel to include PSEA content in staff inductions, including all contractors, consultants, temporary staff, and casual laborers.

c. Provide awareness-raising sessions on SEA for all staff and other personnel in the organization regularly, including for newcomers.

d. Make appropriate recommendations to management on enhancing prevention strategies. This could include collecting and analyzing information on actual/potential risk factors for vulnerability to sexual exploitation and abuse and elaborating measures to address them.

e. Ensure that procedures to guard against the hiring of persons who have a record of SEA offenses are put in place and applied in the recruitment process.

3. Response

a. Immediately refer complainants to the victim assistance mechanism in HADAAF PSEA policy.

b. Take appropriate measures to ensure the safety and confidentiality of survivors.

c. Ensure the development of internal procedures for staff and other personnel to report incidents of sexual exploitation and abuse.

d. Receive complaints, reports, and questions about alleged acts of sexual exploitation and abuse committed by your organization’s personnel and personnel of affiliated organizations.

e. Take appropriate measures to ensure safety and confidentiality for all visitors/ reporters (HADAAF Staff or Local Community) to the Focal Point.

f. Ensure that all materials about complaints are handled strictly in line with applicable grievance procedures.

4. Management and Coordination:

a. Assist the management team of the organization in fulfilling his/her responsibilities under the HADAAF Code of Conduct and PSEA Policy.

b. Share information on achievements, best practices, and effective mechanisms in addressing SEA and make recommendations to relevant entities for action.

c. Support the inclusion of the HADAAF Code of Conduct and PSEA standards in contractual arrangements with other entities and individuals.

d. Coordinate training for all staff in their PSEA roles and responsibilities.

e. Track all PSEA-related activities for the Organization and ensure that all information on PSEA-related activities is shared with relevant persons in the Organization.

f. Keep data on reported incidents for general reporting and further development of efforts to address SEA.

g. Keep management updated on PSEA measures taken and plans for future action.

h. Actively Participate in the relevant meetings with stakeholders, and beneficiaries.

Job Requirements

  • A ‌bachelor’s degree in a relevant field (Gender Studies, Social Works, Human Rights, International Relations or Development, Management).  A higher educational degree will be preferred.
  • A minimum of 2 years of progressive relevant experience.
  • Demonstrable education and experience in humanitarian context and engagement with NGOs.
  • Excellent organizational skills.
  • Excellent communication skills
  • Excellent problem-solving ability
  • Computer Proficiency, especially the Microsoft Office package.
  • Excellent oral and written English skill
  • Fluency in Pashto and Dari
