Background:

Help – Hilfe zur Selbsthilfe” is a German non-governmental charity-organization duly registered with the courts of law in Germany and in several host countries, such as Afghanistan and Iran. Help was founded in 1981 by concerned Members of Parliament of all parties represented in the German Parliament. We started providing humanitarian assistance for Afghan refugees in Pakistan and Iran, and soon extended to development-oriented activities. We provide aid and development-support regardless of race, creed or nationality. Priorities are set on the basis of need and upon the request from partners and vulnerable communities to cooperate fairly and transparently.

Job Description

PURPOSE OF POSITION

Oversee of all safety and Security matters directly or indirectly related to all Help personnel, assets, and programs within the operation areas in western region provinces including Ghor, Badghis and Farah including of the districts, this includes assuring Safety Risk Management System (SRMS) and responsibility for: Supervising Drivers and Guards coordinate day to day field movement and transportation, as per Help standards operation procedures, rules and regulation.

Planning

 

  • Conduct context assessment, including draft SLS (Safety Level System) document for provincial officer and senior security officer.
  • Monitor situation and report significant any development and/or changes in safety and security context to the provincial officer and senior security officer
  • Provide safety and security report on weekly and monthly basis.
  • Provide information and recommendations of the security situation for the staff.
  • Participate in field missions and undertake safety risk assessments.
  • Lead on identifying and minimizing potential safety risks to: staff, assets and operations/programs.
  • Monitoring the Safety and security situations and alert all the staff regarding any incident by SMS or emails.
  • Contribute to the development of operational and programmatic safety and Security contingency plan that respond to different emergency field due to situation conditions.
  • Travelling to the provinces and Districts for conducting safety and security awareness sessions for all the staff.

Safety & Security Management

 

  • Prepare daily and weekly field movement plan and transportation for all staff while need.
  • Supervise and monitor day& night shift guards and drivers’ activities.
  • Establish phone trees, security alert procedures of relevant safety and security information to all staff.
  • Ensure monitoring the visitors’ book that all visitors are searched, registered and escorted in the office and other facilities by security guards. 
  • Prepared of staff field travel requests for Provincial Officer approval.
  • Respond to any safety and security incident or accident in the office or in field involving any Help staff, vehicle, asset, or program and report immediately to the Provincial officer and senior security officer.
  • Prepare guards and drivers duty timetable (schedule) as required on weekly and monthly basis.
  • Ensure proper filing of all vehicle and guards room documents (Timetable) including log books for vehicles and visitors.
  • Attend regular safety and security roundtable meetings held by INSO and other partners on quarterly.

Personnel Management

 

  • Ensure that all the staff are well orientated and understand the safety and security unit role and regulations. 
  • Ensure that the vehicle is well equipped, identified and maintained in good working condition for any evacuation.
  • Assess safety training needs for the staff while required and reports and document relevant safety trainings.
  • Advise and orient the staff who are usually visiting the project sites in regards to the safety and security.
  • Respond to emergencies to provide necessary assistance to Help employees.

Reporting

 

  • Provide and report safety and security incidents on weekly basis to senior security officer
  • Provide any security incident report which is related to Help projects or staff on due time.

Security

 

  • Ensure that the field team provide daily or weekly incidents.
  •  Coordinate with different departments and regularly monitor the security environment in project locations.
  • Ensure that all transportation issues including (movement safety and security of the vehicles, orientation of driver who drives to field) is well coordinated with the security unit.

  • Support the Help’s Program segments while requires.
  • Participates meetings and training if any.
  • Other tasks assigned by the senior security officer or provincial officer

Job Requirements

Minimum education and skills required for this position:

  • B.A. in Management and Diplomacy.
  • Proficiency in MS Office with expertise in Microsoft Word, PowerPoint and Excel
  • Ability to analyse and revise operating practices to improve efficiency
  • Detail oriented and comfortable working in a fast-paced office environment
  • Superior organization skills and dedication to completing projects in a timely manner
  • Ability to operate all office electronic devices such as Xerox, Scanner and Projector.
  • Working knowledge in administration 
  • Strong oral and written skills in English, Dari and Pashto
  • Good communication and interpersonal skills essential.
  • Ability to prioritize work in relation to need and urgency Adaptability and flexibility.
  • Must be able to maintain a high standard of personal appearance.
  • Excellent cross-cultural communication (both oral and written) and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, stakeholders, clients and consultants
  • Strong understanding of procurement concepts.

 

Minimum work experience required for this position:

  • 3 years of work experience with international NGOs
  • Interpersonal, management and conflict resolution skills.
  • Knowledge of sourcing and negotiation techniques within interlocutor. 
  • Strong negotiations and networking skills.
  • Strong in decision-making and working with numbers of actors.
  • Experienced in collecting information and analysing data.

  • The positions are based in Badghis, Farah and Ghor Provinces with frequent travels to project sites and occasional travel for Districts as per the requirement.
