Background:

Help – Hilfe zur Selbsthilfe” is a German non-governmental charity-organization duly registered with the courts of law in Germany and in several host countries, such as Afghanistan and Iran. Help was founded in 1981 by concerned Members of Parliament of all parties represented in the German Parliament. We started providing humanitarian assistance for Afghan refugees in Pakistan and Iran, and soon extended to development-oriented activities. We provide aid and development-support regardless of race, creed or nationality. Priorities are set on the basis of need and upon the request from partners and vulnerable communities to cooperate fairly and transparently.

Job Description

PURPOSE OF POSITION

Provincial Officer is the main representative of the Help INGO at the province level. In close coordination with the Country Director, Program Manager, and relevant departments (Finance, Procurement, Logistic, HR, security, and..) of Help Main Office-HMO. He is responsible for the overall management of operations in the province and for fulfilling organizational and project goals.

MAJOR RESPONSIBILITIES

70% Project Implementation

  • Represent Help at the provincial level and participate at Govt. INGOs, NGOs, CSOs and private sector coordination groups/meetings and identify areas for coordination and collaboration with Govt. and other I/NGOs.
  • Establish and maintain linkage with local Govt. authorities and other stakeholders for effective coordination and successful implementation of the activities.
  • Ensure effective planning, coordination, management, and implementation of the Help’s projects at the provincial level.
  • Ensure that Help’s projects are implemented in full coordination and involvement of the concerned stakeholders at all implementation stages.
  • Ensure the program operations and implementations are in accordance with existing policies and procedures of Help INGO.
  • Ensure that all communications with Govt. NGOs and other stakeholders are done in consultation with the program manager.
  • Identify, and screen, eligible beneficiaries to project activities.
  • Facilitate, coordinate and supervise regularly and appropriately.
  • Regularly report to Help management team and Dept. of Labor and Social Affairs on the progress of activities in the target communities. 
  • Document all projects processes and activities and report to the program manager.
  • Ensure that monthly, quarterly, interim, and final reports are produced on time as required.

 

20% Support to Project Monitoring, Evaluation, Accountability, and Learning (MEAL)  

  • Collect project monitoring data and support team to collect monitoring data
  • Utilize multiple methods to collect quantitative and qualitative data
  • Share feedback from the field with the Project Manager, MEAL Manager, and Program Manager

Participate in project learning and reflection events.

10% Other

  • Develop and maintain positive relationships with project participants, community leaders, and other community members
  • Develop and maintain positive relationships with the project team and other Help colleagues
  • Ensure safety and security in full coordination with Help’s security focal point, local security authorities, and other relevant Govt. departments.

Ensure that the project, equipment, vehicles, training materials, and administrative items are looked after and maintained properly.

Minimum education, training, and experience requirements to qualify for the position:

Minimum education and skills required for this position:

  1. Bachelor’s degree in Law, Business Administration, Social Sciences PA or related area.    
  2. Understanding of protection principles and child rights.
  3. Strong skills in communication.
  4.   Strong English and Dari – reading, writing, and verbal skills. Pashto speaking and writing a plus

Minimum work experience required for this position:

  1. At least 3-4 years work experience in the field of child protection and similar field with INGOs and/or NGOs
  2. Interpersonal, management, and conflict resolution skills.
  3. Knowledge of MS Office and statistical programs

      4.    Ability to work in a team environment

Preferred Skills, Knowledge, and Experience:

Educational degrees/certificates, skills, and experience preferred for this position: 

  • Master's degree in relevant field is preferred.
  • Understanding of gender programming
  • Communication skills and knowledge of local communities.
  • Strong capacity building and facilitation skills
