About ORDR Organization

Organization of Rural Development & Rehabilitation (ORDR) is a Non-Governmental, Non-Profit and Non-Political Organization registered with the Ministry of Economy (MoEc) under license number. (3958). It promotes and provides development and humanitarian related services to the people of Afghanistan. Since its inception in 1995, ORDR has provided assistance in a myriad of sectors to the most poverty-stricken communities across Afghanistan. Too often; services fail to reach poor people, in access, quantity and in quality. Realizing this, ORDR’s primary goal is to improve service provision by making it people-centric. ORDR is highly sensitive to communal and individual differences; and ORDR strives to pay the outmost respect to the communities it aims to serve. ORDR has been setting the building blocks and formulating and implementing development projects that tackle deep-rooted socio-economic, institutional, and other structural causes that underlie immediate symptoms of conflict at the local levels. Transparency, accountability and efficiency are the driving factors when delivering services and goods to the people of Afghanistan.

ORDR is active in the field of Education, ES/NFIs, Humanitarian Response, WASH and Food Security and works closely with UN agencies, INGOs, Governmental and Non-governmental organization.

Job Description

Job Location:      Faryab / Herat / Samangan / Sar-i-Pul






The purpose of the Provincial Manager position is to ensure high quality and cost effective program implementation

 

  • Builds unified program and program support teams and promotes “ORDR” unity
  • Ensure effective, timely, high quality implementation of projects and program support functions in the provincial and site office
  • Active member of the Senior Management Team (SMT)
  • Ensure optimal use of resources and value for money within the allocated project budgets
  • Compliance with and adherence to ORDR, Donor policies, contractual commitments process and procedures, including budget expenditure compliance and donor reporting
  • Represent ORDR and organize other staff to, with the Government, UN, I/NGOs and other stake holders at Provincial level
  • Actively promotes gender equality and women’s empowerment
  • Work closely with program teams in implementation of projects (including coordinating input for donor proposals and reports) in the province, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).

Key relations           

  • Supervises provincial support staff and project supervisors on all matters related to the delivery of ORDR mission in the province
  • Collaborates and coordinates with program, finance, program support, internal audit and project managers in both province and Main offices.
  • Actively contributes to meetings to create an awareness on ORDR programs in the relevant province

 

Key Results Expected:

  • As a member of the management team, the Provincial Manager ensures the strategic direction of the provincial program and operations, and plans and manages the day-to-day operations of the PO, focusing on achievement of the following results:

Overall Management:

  • Effective and efficient project delivery is ensured by supervising the team in the province and by putting in place the requisite support functions and implementing agreed business processes:
  • Compliance of operations with ORDR rules, regulations and policies is ensured.
  • Analyze and ensure that existing program and program support functions are running effectively and efficiently or could be further improved.
  • Provide contextual input for the preparation of all appropriate procurement documentation (e.g. RFQ, RFP) on all common premises and facilities-related vendor contracts. Non-program technical inputs are to be provided in a timely cost effective and ethical manner within the ORDR financial and administrative regulations and rules in order to ensure continuity of business and value for money.
  • Targets are set and regularly monitored for operational efficiency. Operating environment is consistently monitored and analyzed, leading to recommendations and quick readjustments of the operations, including seek advice on legal considerations and risk assessments;
  • Risks (financial, legal, physical, etc.) are adequately anticipated, managed and mitigated, through the implementation of internal control policies, and the design and implementation of Business Continuity Plans, and Emergency preparedness measures;

 

Program Management:

  • Play a supervisory role over programs implemented through program department in the province and provide management support as and when required by focusing to achieve the following results.
  • Project delivered through partners or directly by ORDR provincial staff are ensured to meet the project implementation plan.
  • Effective use of project budget and resources are ensured.
  • Coordination with monitoring team and project supervisor to ensure monitoring visits are supported through close coordination with government and relevant stockholders.
  • Resource mobilization opportunities at provincial level is shared with program department.

 

Overall Management:

  • Effective and accurate financial resources management, strategic human resources management, efficient procurement and logistical services management and supervision of the operational side of programming. focusing on achievement of the following results:
  • Ensure that all premises and facility management-related vendors are performing in full compliance with all of their contractual obligations at all times;
  • Proper budget forecasting, expenditure tracking and audit of financial resources, in accordance with ORDR rules and regulations;
  • Cash management processes are properly managed, controlled and supervised, including liquidity management, recommendation of impress level, risk assessment, bank relationship management; timely accounting and reconciliation of all transactions, security for cash assets on site;
  • Oversee the proper management of assets, facilities and logistical services, including full compliance in the accounting for the procurement, utilization and disposal of the assets;
  • Financial exception reports are routinely monitored for unusual activities, transactions, and any anomaly or unusual transaction is investigated. Supervisors and other CARE staff at Kabul are informed of the results of the investigation when satisfactory answers are not obtained.
  • Internal Control:
  • Develop and implement action plans in response to the internal control feedback at province level.

 

 

  • Information and Communication Technology:
  • Forward-looking information and communication management is ensured focusing on achievement of the following results:
  • Access of adequate IT and telecommunications infrastructure for the office and for the offices in the area;
  • Opportunities and ways of converting business processes into web-based systems are identified;
  • Different systems and applications are promoted and implemented, for optimal content management, knowledge sharing, information provision and learning.

Job Knowledge:

  • Understands basic aspects of management, staff oversight and morale, and financial oversight at the provincial level
  • Continues to seeks new and improved methods and systems for accomplishing the work of the provincial office;
  • Keeps abreast of new developments of needs for both humanitarian and development at the provincial and district level
  • Conceptual Innovation in the Provision of Technical Expertise:
  • Leverages different experiences and expertise of team members to achieve better and more innovative outcomes

Job Requirements

  • Graduated from relevant Faculty of University, Master degree
  • At least three years’ experience in a higher managerial position within a relevant field of an NGO or UN organization, preferably with Citizen Charter project management experience
  • At least three years of working experience community Driven Development projects
  • Fluency in English, Dari, and Pashto, written and spoken
  • Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational backgrounds
  • Good supervisory, leadership, analytical, and troubleshooting skill
  • Solid knowledge of planning, budgeting, and report writing
  • Familiar with design, evaluation, and monitoring of emergency projects
  • Computer knowledge at an operational level, ORDR uses MS Office standard software
  • Ready to work, live and travel in an intricate and strenuous environment
