The Organization for Promotion of Health & Community Development (OPHCD) is a nonprofit, non-political, impartial and independent organization registered with the NGOs Department of the Ministry of Economy of the Government of Islamic Republic of Afghanistan, the organization established to serve the community and advocate for better coordinating and directing the available resources and activities for provision of quality services to the communities with an equitable manner.

OPHCD, as a non-governmental organization committed for a joint mission with having dedicated and expert staff in public health, Water Sanitation and Hygiene, community development as well as volunteers who have been working in technical and managerial positions with national and international NGOs since more than a Four year. The members of senior Management Team (SMT) and Board of Directors as well as the volunteers of the organization having appropriate experience, dedication and voluntarism which is a professional contribution to the health and development sector and systems for achieving of more sustainable results. Thus, the core staff of OPHCD have over Four Years of successful experience of being directly involved in developing different policies in the areas of health, wash, education and community development, designing and implementing service delivery projects (PHC,Water & Sanitation and Hygiene, Primary and higher education, Literacy programs, youth awareness and development, Public Nutrition, emergency preparedness and response and disaster risk reduction, trainings and coordination of different humanitarian Aids. Furthermore, the SMT and core Technical, Administration and Finance staff of the organization have up to date knowledge and rich experience of Grant Management, Project Management as well as conducting professional tasks of supportive Supervision, Monitoring, Evaluation, and Researches. Likewise, developing and on-time reporting (monthly, quarterly, annual, end of project and ad-hoc reports) to the donors and stakeholders, presenting the results of the aforementioned programs at the community, organizational, national and international levels are the expertise of the organization’s technical and administrative staff.

Job Description

Main duties and responsibilities:

The HMIS officer/Supervisor is reportable to Provincial project manager and following are the main responsibility of the position:

  • Ensure Institutionalization of HMIS system in OPHCD health care program at the province level for reporting and monitoring purpose.
  • Ensure that HMIS initial and refresher trainings are coordinated and provided to health staff according to the standards HMIS guideline and based on the TNA.
  • Ensue availability of standard National HMIS forms in all HFs under OPHCD health care program. 
  • Maintain coordination between facilities and project office and check all data to ensure submission of timely and accurate HMIS reports.
  • Provide timely HMIS report and make sure HMIS reports are submitted online to DHIS2 system of the MoPH.
  • Conduct at least 5 supervisory visits/month to 5 HFs and provide on the job training and mentorship to the HFs’ staff.
  • Draft monthly technical report to submit it to M&E/Reporting manager at the country office.
  • Provide timely feedback to health facilities (SHCs) after review of HMIS report, especially low coverage of EPI, MCH and Nutrition services and suggest how to improve the coverage and reporting.
  • Provide reliable accurate and timely information and reports for informed planning and decision making at project.
  • Ensure that HFs performance are in accordance to the MoPH policy/strategy, and OPHCD applicable rules and regulations.
  • Ensure that each HFs target are achieved   according to the standards, and monthly analysis of the performance against seated targets for all related HFs according to the MoPH/ standards 
  • Conduct regular supervision of HFs to identify the gap and problems, and resolve the initial problems at the health clinics level.
  • Follow-up implementation of the MoPH BPHS policy in all HFs level and provide feedback and the remedial action plan shared with the PM and health clinics staff on monthly base and present the progress to main office.
 

Job Requirements

Qualifications:

  1. Education
  • MD or equivalent medical degree or Bachelor of Public Health or statistics from university certified by relevant higher education authority in Afghanistan.
  1. Experience
  • At least 5 years work experience with health sector minimum 3 years full time work experience in the position of HMIS with BPHS/EPHS NGOs or PPHD.
  • Having DHIS2 using experience
  • Strong communications and leadership skills;
  • Fluent English, Pashto, and Dari with excellent speaking and writing skills;
  • Proficient computing skills including word processing, spreadsheet design and PPT presentation.

  • Efficiency, result-oriented and excellent management capabilities;
  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner;
  • Excellent capacity development and teamwork skills; cross-cultural and gender sensitivity;
  • Ability to travel throughout the country
