Job Description

Provincial Coordination Lead is responsible for recruitment, project financial projections, monitoring and providing leadership support to provincial team members. The PCL is ultimately responsible for the project in Logar province in coordination with Education Project Manager. PCL will lead the provincial project team to ensure that all children are safe in school and learning and that the provincial team is able to achieve the project outputs and outcomes around access, quality and Inclusion.

Able to represent Street Child appropriately both internally and externally.

Carry out all reasonable requests that are within the broad remit of the role.

Specific Responsibilities:

Lead the management and implementation of education and child protection activities in Logar Province according to project work plan. Ensure the success of the project meeting its objectives, outcomes and aims as set out in the project proposal.

Supervise and support a team of community mobilisers, teachers and provincial staff; prepare weekly and monthly work-plans and report on the activities; and ensure the project team is in regular coordination and communication with all project stakeholders. Follow up with team members on staff progression and support team members with professional development.

Oversee project budget and financial monitoring; coordinate with CiC Finance Manager if required.

Plan and supervise the M&E activities in Logar province and ensure the monitoring and evaluation activities lead to accountability and learning towards the project log-frame and indicators. Based on the review of M&E data the Provincial coordinator lead should be able to provide inputs on adapting the project implementation plan so as to meet project goals.

Manage internal reporting deadlines acting as the link between Sub implementation partner and Education Project Manager; review the success and challenges of the projects; and report to Education Project Manager any challenges faced in in achieving the project’s expected results.

Maintain existing positive working relationships with relevant authorities in Logar Province, including PED, DED; OCHA, child protection stakeholders; international donors; and NGOs and local civil society.

Submission of two success stories from the project each month to EPM and Communication Officer.

Actively participate as a CiC Representative at relevant education meetings, including the Sub National Education in Emergencies Working Group.

Develop appropriate materials and tools in order to promote knowledge among project team.

Develop the quality of the education programme e.g. monitoring and supervision of CBE, teacher training courses, life skills training, and other child rights activities.

Ensure quality of the project through regular field visits, technical follow ups and evaluations.

Analyse the education data and share analytical reports/recommendations with CiC National Office on improving qualitative aspects of the education projects.

Liaise and collaborate with local authorities and community stakeholders.

Coordinate with Education Project Manager on project design, strategies and monitoring and evaluation approaches.

Participate in field assessments and training, as appropriate, and provide feedback information to CiC National Office.

Attend the periodic staff meetings with CiC team and share learning across the organization.

Carry out duties entrusted to him/her impartially and in accordance with the best professional practices.

Maintain complete independence in relation to all individuals, organizations and government bodies.

observe strict neutrality with regard to views and opinions, particularly in the field of politics, religion and ethnicity.

respect all laws and regulations in force in Afghanistan.

respect all confidential information and not use it for personal profit or for the profit of a third party while executing the present contract.

report any fraud, abuse, safeguarding or protection incident (directly or indirectly related to project implementation) to the Country Representative IN WRITING.

To assist in any other areas as identified by the Education Project Manager.

 

Job Requirements

Experience and knowledge:

Bachelors/Masters’ Degree in Social Work, Social Science or Development Studies, Education.

At least 3 years’ experience of Project Management within an international or national NGO.

Skills and abilities:

strong track record of developing and inspiring teams to achieve outstanding results.

Sound knowledge and understanding of financial management, including preparation of budgets, financial reports and ongoing monitoring of expenditure.

Fluency in English, Dari and Pashto, written and spoken; proficiency in report writing skills

Proven knowledge on community-based education, accelerated learning, education in emergencies, psychosocial support and life skills, and child rights-based programming in Afghanistan.

Experience in delivering training to teachers, social workers and community mobilisers. 

Proven knowledge and experience of monitoring and evaluation.

Experiences attending external meetings e.g. cluster meetings, meetings with donors.

Strong interpersonal and communication skills and capacity to deal with different rural communities, ability to take initiatives, and pursue work proactively without being intensively supervised.

A flexible approach to working and willingness to work as part of a team.

Good supervisory, leadership, analytical and troubleshooting skills.

ICT Skills including skills in using the Microsoft Office Package.

Experience in implementing Education in Emergencies (EiE) projects in conflict affected areas. Prior experience of managing education projects in Kandahar highly desirable. (Desirable)
