Job Description

Job Purpose:

Reporting to the Project Manager, the Protection Officer will be responsible for implementation of all planned activities under Provision of Community Based Health Education and Psychosocial Support Services for Crisis and Disaster Affected Communities in Nangarhar, Kunduz and Baghlan provinces (three different positions) in collaboration with the Project Manager. He/She will be based in IMC Jalalabad office (Jalalabad/Kunduz/Baghlan) but will be involved in regular travel to project sites to provide technical support, supervise, review and document progress, and challenges in the field.

The Protection Officer will also be responsible for providing technical support and capacity building to PSS counselors mobile psychosocial teams in the field in collaboration with Project Manager and organize project related technical trainings and maintain close relationship with relevant stakeholders such as community, camps/settlements, district and provincial authorities, UN agencies and Clusters, INGOs and NGOs. He/She also support the field team developing weekly and monthly planning, progress reporting and resolve problems in the field.

Main Duties & Responsibilities:

  • The Protection Officer will be responsible for carrying the following and not limit to:
  • Develop operational Mobile Team plans that include staffing and a schedule of project activities to be conducted
  • Work with Mobile Teams to ensure that awareness raising sessions, social activities, case management and referrals – are planned, implemented, and monitored
  • Provide technical support to the PSS counselors on case management.
  • Ensure there is an operational plan in place that addresses operational hours, recruitment of Community Focal Points and payment schedule (top-up cards), distributions of supplies for social activities
  • Lead on service mapping and maintain referral lists and contacts for relevant organizations at site level
  • Plan timely for procurement of resources to ensure smooth and timely implementation of activities
  • Hold regular planning and debriefing sessions with team members on a weekly basis;
  • Oversee and monitor capacity building and support plans for PSS Counselors
  • Identify trends and concerns to create advocacy strategies
  • Effectively represent the program at various working groups, clusters, and other area-based coordination meetings
  • Monitor the case management referrals made at site level
  • Ensure that attendance records and other reporting tools are implemented and provided to the M&E Officers on an agreed upon schedule
  • Monitor data collection to ensure that staff collect data in safe and ethical ways
  • Act as main focal point for referrals within the area of responsibility
  • Identify key advocacy messages to share with relevant stakeholders

Safeguarding policy for Staff:

  • Respect and follow International Medical Corps Safeguarding policy and never neglect, abuse, harm and exploit children, young people, and adult at risk,
  • Report any actual or suspicious harm to the children and vulnerable adult caused by staff and program.

Job Requirements

Qualifications:Graduate degree from a recognized University of social work, psychology medicine, or related institutions. Training in protection specific programming will be an asset

Experience: Minimum 2 years of experience in a similar capacity proven experience in community mobilization/health education in remote areas. 3 years of experience in a similar capacity

Professionalism: Has knowledge and understanding of project execution and project monitoring systems. Also has the ability to think critically, work under pressure, meet commitments, and show persistence in facing challenges.

Communication: Speaks and writes clearly and effectively. Listens to others and shows real commitment to maintaining open communication with the client and other team members.

Teamwork: Committed to working collaboratively with colleagues to achieve project tasks for the team. Willing to learn from others and open to giving and receiving feedback.

Focus on the Client: Seeks to understand problems from the clients’ point of view, identifies clients’ needs and finds appropriate solutions.

Flexibility/adaptability: This requires the candidate to have sufficient capacity to adapt to the IMC work methodology as well as to different work environments (office and field) that the candidate might have later during a mission.
