SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is slightly over 7,386.During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. The mission of SCA is to empower individuals, communities, and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Job Description

  • Assist deputy project manager and field manager in conducting technical assessments and designing livelihood and governance interventions.
  • Conduct training needs assessment for staff, target groups and communities.
  • Take the lead in designing training modules in coordination with the deputy project manager and technical specialist.
  • Develop terms of references for developing training modules and conducting trainings.
  • Develop and deliver capacity building trainings in the areas of livelihoods and governance, including financial inclusion, management and leadership, participatory monitoring and social audits, conflict management, vocational skills and business development, community development planning.
  • Assist capacity building unit to design and deliver training and workshops for local authorities.
  • Take the lead in ensuing the quality of training and capacity building activities.
  • Carry out assessment/evaluation of trainings and capacity building activities and provide suggestion and recommendations to improve quality of trainings.
  • Assist field manager and officers in developing project implementation plan.
  • Provide technical support to the field manager and officers for the implementation of livelihood and governance activities.
  • To ensure transparency, train staff on community Participatory monitoring and social audit
  • Assist project team in terms of community mobilization in every step of the implementation
  • Provide technical assistance to local stakeholders, such as CDCs, groups, and associations, for planning, implementation, monitoring, and advocacy.
  • Maintain training-related information and database, analyse information, and make sure that training and capacity building activities improve skills and knowledge of target participants.
  • Conduct regular field visits, provide coaching and mentoring support to field staff.
  • Assist field officers and assistants for targeting and selecting project participant’s/target groups.
  • Assist deputy manager and technical specialist in developing and revising technical manuals and guidelines.
  • Capture, document and share lessons learned and best practices.
  • Conduct regular field visits and organize meetings and discussions with local authorities, community leaders and target groups.
  • Perform any other duties assigned by the line manager.

Job Requirements

  • Graduated from Grade 14 is required, bachelor’s degree preferred
  • 2-3 years’ relevant experience with NGOs, UN agencies or similar organizations
  • Good monitoring, analytical and troubleshooting skills.
  • God computer skill, especially MS Office packages.
  • Good command of English and fluency in Pashto & Dari, both written and spoken
  • Good interpersonal and communication skills
  • Ability and willingness to travel and stay in field locations
  • Afghan citizen
