The Aga Khan Agency for Habitat (AKAH), an agency of the Aga Khan Development Network (AKDN) in Afghanistan, on Sunday was introduced as an agency specializing in emergency management and the built environment.

Onno Ruhl, the General Manager of the Aga Khan Agency for Habitat (AKAH), said the program has helped promote standard dwellings for returnees and helped those living in remote regions to find adequate shelter. 

“All these activities I mentioned would be highly relevant in Afghanistan at the present time - that’s why we are here today. We are here because of all of us at AKDN believe that Afghanistan is one of the most important countries in the world for Aga Khan Agency for Habitat to deliver its mandate. 

"We want to build on 22 years of FOCUS’s excellent work, to make remote communities in the mountains of the Hindukush not just safe but for them to thrive. We want to deepen our partnership with the government and in particularly with ANDMA for even greater impact on all Afghanistan,” said Ruhl. 

Afghan officials welcome the move and pointed out that Afghanistan deals with a wide range of regular natural disasters. 

“We are in the first or second position among ten countries which have a lot of natural disasters,” said State Minister For Natural Disaster Management Najib Aqa Fahim. 

“Restoring degraded land means better lives and incomes for farmers and pastoralists and less pressure on people to migrate to cities. We see this ethic of partnership,” said Nurjehan Mawani, the Ambassador the AKDN in Afghanistan. 

“We can see some very alarming numbers that are coming from various reports, based on the World Bank and the The Global Facility for Disaster reduction and recovery report which was produced in 2017; we can see that in Afghanistan annually we have 560 people on average who lose their lives due to earthquakes; floods are threatening their lives and poverty is also impacting 800,000 people. 

“Based on the report, 10,000 kilometers of roads in Afghanistan is under threat of avalanches which happen every year; the effect of drought is very significant. Based on a report, $280 million in agricultural losses are sustained annually and if you go to rural areas, the impact is indeed very challenging,” said Shodmon Hojibekov, CEO of Aga Khan Foundation for Habitat. 

In Afghanistan, the Aga Khan Agency for Habitat (AKAH) − previously Focus Humanitarian Assistance − engages with communities living in remote mountainous areas to increase their resilience to natural disasters and complex emergencies.  

The Aga Khan Agency for Habitat also supports communities to utilize an enabling habitat to enhance their health, education and economic development. 

The approach is to predict where possible potential emergencies may impact homes and livelihoods, identify structural and non-structural interventions that can prevent or mitigate the impact of those hazards, and to build the capacities of communities and local and national governments to reduce their vulnerability to risk and to increase their capacities to help their neighbors.  

To enable this, AKAH implements a wide range of disaster prevention and response initiatives in local communities, including disaster preparedness training, vulnerability assessments, risk mitigation activities and disaster relief efforts. 

Job Description

JOB SUMMARY:

 

The Project Supervisor will be based at the AKAH field Office (Ishkashim), Badakhshan, and will provide technical input and lead the implementation of the activities related to Local Impact Project. S/he will supervisor a team of professional product research and design engineer and enterprise development specialist to improve quality of life by increasing access to affordable renewable energy and energy efficient product in remote and border rural settlements of Badakhshan Province. the project supervisor will ensure that the project activities are completed with the highest standards of quality. The project components will involve extensive traveling to operation area, government and community level discussion, training and awareness raising.

 

MAIN RESPONSIBILITIES AND TASKS:

The Project Supervisor will act as a lead person on the field level focuses on delivery of range of key services (Capacity building, renewable energy, energy efficient products etc.) so that the communities can be cared for, nurtured and invest in their future. As per the scope of project, the following activities to be led:

  • Provide leadership and expertise to climate change adaption and mitigation team members.
  • Develop and implement a short, medium and long-term plans to meet the objectives for increasing access to affordable renewable energy and energy efficient products in AKAH target communities.
  • Provide support and guidance to the field staff with regards to renewable energy, energy efficient products, capacity building and enterprise development for effective implementation of the project.
  • Provide technical input to ToR and engagement with consultants and contractors on development of strategies, capacity building programme, conducting needs and value chain assessments.
  • Review and implement capacity building program for design, implementation and management of renewable energy solutions.
  • Mainstreaming the renewable energy alternatives including energy efficiency solutions for the projects.
  • To align the project activities with Afghanistan Sustainable Energy for Rural Development-ASERD programme developed by MRRD.
  • Develop and review detailed work plans to ensure implementation of projects within approved budgets, highest quality and timeframes.
  • Coordinate meetings with the relevant regional local authorities and other non-governmental organizations and communities.
  • Conduct regular local and national level energy efficient and renewable energy related products research.
  • To regularly observe the progress of the project and provide supportive feedbacks to the staffs accordingly
  • To ensure proper and timely supply of the necessary equipment and materiel to the project sites.
  • In close coordination and consultation with MERLI department, take active part in the process of monitoring and evaluation of the project and properly documentation of results.
  • To encourage staff members to positively contribute to overall goal and objectives of the project.
  • To settle any conflicts that arise in the project.

 

MAIN ACCOUNTABILITIES:

•   Provision of regular and effective reporting to the Development Programme Manager

  •  Preparation of monthly, quarterly, and annual budgets for project as required

•   Ensuring appropriate department resources to deliver project commitments

•   Design and delivery of presentations and documentation as required

•   Communications with stakeholders, including donors and partner agencies

•   Representing the organization at relevant conferences, meetings, and workshops

•   Any other duties as may be required by the senior management

•   Extensive field visit as required for the capacity building of team or implementation of projects

Job Requirements

(SPECIFICATIONS (MINIMUM REQUIREMENTS):

Education: Bachelor’s degree from recognized university/ institutes in Environmental and Climate Studies, Natural Resource Management, Renewable Energy etc.

Experience: More than three years of professional experience in development planning, project management, Climate Change Mitigation and Adoption program or Renewable and Energy Efficient Products.

 

  • Conducted multi-stakeholder, high-profile workshops for bi-lateral agencies and Ministries
  • Field-based experience working in Afghanistan
  • Experience managing consulting and research teams
  • Management consulting background

 

Technical Skills

  • Technical knowledge in affordable renewable energy, energy efficient program in context of rural mountainous area
  • Pedogeological understanding in delivery of the capacity building session, workshops and trainings
  • Technical understanding of ongoing programs by Ministry of Rural Rehabilitation and Development
  • Other Skills:
  • Professional documentation skills
  • Training / education skills

 

Personal Characteristics:

  • B1 Level of English proficiency and fluent in Dari and Pashto
  • Demonstrates a high level of integrity at all times, motivated and works well under pressure
  • Ability to work in fast-paced environment and willing to travel extensively (within the region) as required
  • Well-networked, physically fit and able to face challenges.
  • Strong analytical skills, and the ability to think logically
  • Respect for the cultural sensitivities of the project locations in different contexts
  • Knowledge of, or proven sensitivity to diverse cultures
