About Technical Education and Skills Training Organization

The Technical Education & Skills Training Organization (TEST) is a non-profit, non-political, and non-governmental organization dedicated to the welfare and progress of Afghan people residing inside and outside of the country, with a primary focus on the empowerment of women, widows, orphans and young girls. The TEST operates programs in the areas of health education, income generation, agricultural training, vocational Skills training, capacity building, relief distribution, and risk assessments. Founded on the 25th of February, 2010 TEST is one of the best Afghan NGOs working in Afghanistan and the largest Afghan non-governmental organization.

Job Description

  1. Oversee household level beneficiary identification surveys.
  2. Oversee and carry out community-based hazard and livelihood mapping workshops.
  3. Carry out basic market surveys and price monitoring.
  4. Organise community food voucher distributions
  5. Line manage project officer’s liaison with community members and facilitate beneficiary contributions.  
  6. Communicate and coordinate with the other project teams (Cash&Food)
  7. Oversee and carry out food voucher activities
  1. Oversee community and household level surveys to identify the most food insecure in communities.
  2. Oversee selection of beneficiaries with communities explaining selection criteria and agreed beneficiary lists.
  3. Support project senior staff to verify eligibility through house to house surveys.
  4. Conduct basic food price/ market surveys.
  5. Liaise with local food suppliers to set-up the voucher scheme.
  6. Oversee implementation of food voucher distributions with correct documentation.
  7. Any other tasks assigned by senior management

Communicate and coordinate with the project team

  1. Host team meetings as necessary to facilitate projects problem solve and completes tasks according to project timeframe. 
  2. Handle all site issues e.g. technical issues or community relations in coordination with the Food Security Officers and other supervisors (Cash&Food/Nutrition) if applicable.
  3. Complete activity records and site records on a regular basis as requested.
  4. Ensure good coordination with other staff working on the project and (Cash&Food/Nutritionsector leads. 

 

 

Logistics

  1. Coordinate with project manager in logistics planning for the project ensuring the timely arrival of materials safe storage of assets/materials and clear up-to-date record keeping.

Financial management:

  1. Assist in payments and incentive distributions in the communities.
  2. Follow procurement procedures and logistics procedures for all project purchases.
  3. Ensure all financial accountability is completed in a timely and correct manner.
  4. Help in the provision of all financial planning and reports as required by project manager (cash and food distribution forecastetc).

Security Management:

  1. Responsible for the safety and security of project assets on site of operations.
  2. Employ health and safety operational approaches during all project activities.
  3. Adhere to the security guidelines employed by Medair on site en-route and help ensure all security procedures are followed.
  4. Actively gather and provide security information from local authorities & other NGOs in the project area

External Representation:

  1. Maintain relationships with communities including communications related to project activities timelines community contribution and community agreements.
  2. In co-ordination with the management team develop and maintain relationships with local authorities and NGOs on site ensuring good co-operation and partnership
 

Job Requirements

  • Able to work under heavy pressure situation 
  • Able to meet deadlines and deliver high-quality work on time
  • Ability to speak Pashto and Dari
  • Showing good behavior and character with the community members and beneficiaries
  • Strong communication skills required
  • Should have a smartphone and the ability to use a smartphone
  • Computer skills required particularly Microsoft Office
  • Ability to travel to various districts in the respective provinces
