About PU-AMI

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

Job Description

Responsibilities and particular assignments

  • PROJECT HEALTH OFFICER is responsible for the overall supervision of SSRU project activities in the targeted FHHs where PU-AMI is established under the SSRU Project.
  • PROJECT HEALTH OFFICER will ensure the quality of the services through regular field visits giving feedback to field staff and reporting to line manager.
  • The Project Health Officer is responsible for supervising the planned activities in the selected FHHs, promoting institutional deliveries in the targeted health facilities, and providing on-the-job training to the FHHs staff to improve the quality of services.
  • The Project Health Officer will assist in the design of the curriculum and implementation of training for all staff related to their jobs and FHHs.
  • The Project Health Officer is also responsible for crosschecking of relevant FHH data at the Health facilities level to ensure consistency and accuracy.
  • He/ She will ensure coordination/communication on the field level among the HF staff and with other stakeholders involved in the program such as the community, CHWs and others.
  • Reporting writing as required by line manager (s).
  • Other duties that may be required.

Objective 1 هدف اول :

Project Supervision and Monitoring

Activities/Main duties:

  • PROJECT HEALTH OFFICER will do regular field supervision and monitoring visits to ensure quality in all the targeted FHHs in Nuristan province.
  • The Project Health Officer will update his/her line manager with the field visit reports and action plans.
  • S/he will ensure the provision of feedback along with an action plan to the HF staff following each visit.
  • The PROJECT HEALTH OFFICER will identify challenges in the quality of implementation and then will follow up with the line manager to find a suitable solution.
  • The Project Health Officer will follow up on the proper implementation of the planned activities as per the project’s plan in the targeted FHHs.
  • He/ She will follow up on the referral cases that are not possible to be handled on this HF level and the reasons for the referral.
  • Identify any challenge and problem in terms of cash provision for referral.
  • Attend local health committee (LHC) meetings to present the project to the respected community and aware the community about the available services provides through AHF supported project.

Objective 2 هدف دوم:

Data collection and follow-up

Activities/Main duties:

  • The Project Health Officer will provide support in the data collection tools design and good reporting towards project indicators.
  • In partnership with the MEAL department, the Project Health Officer will ensure the accuracy of the data with direct monitoring and supervision.
  • In partnership with the MEAL department, the Project Health Officer will do a follow-up of the data collection and will archive original copies of the reports on both HF and office levels.
  • He/ She will make sure daily use data collection tools and their proper filling.
  • He/ She will make sure that FHH reports are received timely to the MEAL team.
  • Provision of quarterly data for health cluster presentation.

Objective 3هدف سوم :

to improve the quality of primary health care services

Activities/Main duties:

    • He/ She will ensure that the medical protocols and MoPH policies are respected by medical staff in their daily practice.
  • During the visit, he/ She will ensure that infection prevention is respected in daily practice.
  • H will make sure that the patient's files linked to FATP and trauma care are properly filled such as registers, cards…
  • He/ She is responsible for continued need assessment either for the equipment/tools or for the capacity building of the staff.
  • He/ She will do a follow-up of the planned training for the staff of the targeted 3 HFs.
  • He/ She will support the staff with the provision of on-the-job training on their daily procedures.
  • He/ She will make sure that PU-AMI-provided kits, drugs, and equipment are properly used and maintained.
  • He/ She will provide support to the HF staff to ensure good coordination among the HF staff to enhance the quality of the services.

Objective 4 هدف چهارم

 Coordination on the base and field level.

Activities/Main duties:

    • Coordinate project progress in each step with the line manager and other concerned team members.
    • Providing relevant feedback and recommendations based on direct observations.
    • Keep the community involved in the project implementation and its progress
    • Report any problems or delays to the project manager promptly.
  • Attending required meetings if asked for with the relevant agencies (PHCC, clusters, LHC, BPHS implementer, and others)
  • Preparation of an action plan for any external visits/feedback and their regular follow-up through monthly progress reports.
  • Keeping close coordination with the BPHS implementer in the province for any decision on the HF level.
  • Planning and organizing regular meetings with the FHHs staff for feedback to the staff and their instruction in the required areas.

Objective 5هدف پنجم      

Reporting and documentation

Activities/Main duties:

  • Preparation of weekly, monthly, or quarterly reports as per the project’s scheme.
  • Provision of ad-hoc base reports for some specific issues such as security, challenges against the project progress, and so on.
  • Preparation of filling and documentation system for the projects.
  • Ensure record keeping system for the FHHs and project.
 

Job Requirements:

Qualification/ Requirements تحصیلات و شرایط لازمه

  • University degree (MD) from a recognized government or approved private university.
  • At least 3 years of experience in Project management particularly in the health section.
  • Strong knowledge/familiarity in the eastern region particularly Nuristan province.
  • Experience in the provision of training.
  • Strong capacity for supervision, monitoring, communication, and reporting.
  • Excellent knowledge of local languages Pashto, Dari
  • Good knowledge of English for the reporting purpose.
  • Computer literacy and familiarity with Microsoft Office (Word, PowerPoint presentations, and Excel spreadsheets and budgeting).
  • Rigorous, Autonomous, Adaptable, and Polyvalent.
  • Having attested documents
