The RAWNAQ project is an EU-funded project which is implemented by the Norwegian Refugee Council and Cordaid. The program aims to create employment opportunities for Internally Displaced People and Returnees through private sector development initiatives. The project has started in January 2020 and will continue till June 2023, implemented in Herat and Kandahar cities of Afghanistan.
The project has two pillars; provision of technical assistance and constant BDS support to micro, small and medium enterprises ((M)SMEs) to further grow, expand and scale-up business operations and undertake innovative solutions to overcome challenges in the selected value chains, and, on the other hand, supporting youth from displaced and vulnerable host communities/families living in those areas to secure and retain decent jobs in these MSMEs.
Results Areas & Description
Interventions projects progress
Monitors and assesses the progress of projects in relation to the formulated goals. Intervenes early when the actual results lag behind or reporting requirements are not fulfilled.
Timeliness and quality of reports
Clarifies which donors need to be informed about the results of the programs. Assesses the substantive quality of reports of partners and field offices and adjusts if necessary to the quality standards of donors. Submits report to the donors in time.
Planning, monitoring, and evaluation
Assesses which information is relevant for planning, monitoring, and evaluation purposes. Fills in the required PME format and assesses what extra PME information besides the standard formats is of importance. Analyses and draws conclusions from PME information and makes these accessible to stakeholders.
Monitoring of partners
Maintains contacts with partners and field offices focused on the effective and efficient implementation of programs. Makes agreements with partners regarding the achievement of substantive results, increasing their expertise, organizational sustainability, and accountability in accordance with the guidelines of donors.
Administration and Reporting
Receive monthly performance reports from the partners, compile, and submit them to the Project Manager. Writes meeting minutes. Maintains SharePoint and other filing systems.
Coordination and follow-up
The Project Officer will assist the Project Manager in coordinating across all pathways to ensure the activities are initiated in a timely manner, synergy is maintained and Beneficiaries are timely and duly served.

Knowledge, Skills, and Experiences
Have at least a Bachelor’s degree in economics or business administration or similar;
At least three years of relevant experience
Have practical and theoretical knowledge of business development services for Small and Medium Enterprises in Afghanistan (preferred)
Have experience with employment and support to university graduates, preferably in fragile contexts; preferred.
Have an excellent command of English, presentations, and reporting;
Have the ability to work independently and pro-active, while also being a good team player;

An assessment phase can be part of the selection procedure. The assessment phase usually consists of a technical assessment followed by a competency-based written test and two interviews. However, there may be exceptions for a second interview, depending on the specific functions of a position.
