Job Summary:

The Project Officer is responsible in implementation and managing overall DEC project activities in the respected district as well as keeping close coordination with staff in the field and government relevant offices, developing reports and delivering it to senior staff on timely basis

Job Responsibilities 01: Project development and management:

Tasks 

  • To lead, control and manage the project in terms of program planning, implementation, coordination and monitoring and evaluation.
  • To coordinate the programs with all associated government offices through regular coordination and communication
  • To coordinate the programs with entire project related stakeholders and engage where required for effective running and implementation of programs
  • To Assist the Program Coordinator in managing the Project being implemented in Samangan, providing technical, logistical and administrative support as required.
  • To Provide technical and coordination support to Program Assistants and Community Mobilizers in the development and implementation of Project/project activities, as agreed with the Program Coordinator and Reginal Manager.
  •  To Support the project teams to develop and revise strategic plans to align with the country strategy.
  • To Assume primary responsibility for monitoring performance and budget utilization, preparing monthly, quarterly and annual reports and collecting and providing information at the request of M&E or the back-donor, with the support of an M&E Officer and the Program Coordinator.
  • To Monitor of progress and budget utilization of the project as agreed with the Program Coordinator.
  • In collaboration with the Program Coordinator, ensure enquiries from donors are responded to promptly and that good quality project reports are prepared and submitted on time. 
  • In consultation with the Program Coordinator, organize and facilitate meetings and workshops with relevant staff to guide Project direction and enhance Project performance.
  • Undertake regular visits to field and project sites to support implementation, validate monitoring reports and assess capacity needs of field staff.

 

Job Responsibilities 02:   Project Quality Assurance

Tasks

  • Actively encourage and facilitate the documentation of good practice and lessons learned in the field and ensure that this information is shared throughout the country Project.
  • Guide the process for identifying, reviewing or and developing indicators for measuring progress and impact of project interventions. Such performance indicators are to be developed in consultation with the relevant Project teams.
  • Ensure that data collection and analyses is shared with Project staff, and include a focus on gender issues, in accordance with the CSP strategies.
  • Assist the Program Coordinator in preparing progress and final reports, together analyzing these in terms of problems and actions needed.

 

Job Responsibilities 03:   

Tasks

  • Engage with government to appraise about AA’s work and to feed it into government planning processes: Represent AAA in GOA meetings at the provincial, District and village level to appraise them of AAA's work to garner support in smooth implementation of projects
  • Attend to stakeholder meetings as advised by line manager
  • Ensure compliance with any GOA requirements at the provincial, district and village level for effective implementation
  • Work closely with CDCs through regular meetings.
  • Coordinate for CDCs training and awareness program for them

 

Job Responsibilities 04:  as required

Tasks

  • Represent AA Afghanistan; undertake all such actions that are required to further AA role in the country and the federation and undertake assignments as directed by the line manager.

 

Job Specification

Education & Training:

Aspiring applicants to this position should be holders of bachelor’s degree in Economy, Law and Project management.

 

Experience : 

1 to 2 years of working experience in the Program preferably with INGOs.
