Job Description

Job Purpose

Under the direct supervision of the Education Program Coordinator, the Education Project Officer will be responsible for the day-to-day implementation of ECW (Education Cannot Wait) project activities including monitoring, supervision and reporting on achievements and challenges in the targeted Governorates of Afghanistan.

 

The Duties and responsibilities may include but not limited to:

  • She/he will assist Project Manager in establishing appropriate systems/ mechanism to implement the CBE-ECW program in partnership with communities and district education authorities.
  • Establish links among communities, hub schools, PED, DED and local stakeholders in order to maintain and strengthen good relationship for better implementation of the project interventions.
  • Participation in the external district level education meetings and represent the CBE-ECW project in a well manner.
  • Understand the purpose rules & regulation of Education in Emergencies at field level.
  • Regular contact with the CEC and teachers and holding discussion/ meeting about the problems they face needs identify and prioritized with a tentative possible solution. The meeting will be recorded through proper minutes with a copy in the field and in the Herat office.
  • Work closely with communities (CEC and SMC) and the District Education Department (DED)/ Provincial Education Department (PED) to improve the quality of learning and access to basic education.
  • Supervise the work of community mobilizer, trainer, trainer assistant ECW teachers and or facilitators and assist them in the delivery of project work plan.
  • Organize monthly and bi-monthly meetings of CECs SMCs and DED and record through proper minutes.
  • Arrange joint monitoring visits for hub schools DED and PED/MOE to see and monitor the ECW classes. The finding would be share through a proper report.
  • Follow up the implementation of the Detailed Implementation Plans (DIPs) for all components of the project.
  • Support the site supervisors in implementation of the field work by having proper on job training and mentoring planning.
  • Properly plan the bi-weekly field visits from the ECW classes and communities (CECs SMCs) and provide the respective finding through a comprehensive report.
  • Closely Coordinate and support the relevant activities of the project with field staff on timely manner.
  • Providing technical assistance to MEAL coordinator in the process of project data collections and data management.
  • Curry out on the job monitoring of project activities maintain accurate record analysis facilitate & assist in monitoring & evaluation of project activities with support of ECW staff& other stakeholders.
  • Report project work progress information to project coordinator after completion of each monitoring & evaluation process.
  • Collect information for ECW project data base on regular basis from the field.
  • Develop project orientation package and organize project orientation sessions for the community mobilizers CEC SMCs and invite other key community individuals to participate in the project implementation process.
  • Assist master trainer in identification of training needs and in organizing training workshops for targeted project beneficiaries.
  • Organize and lead participatory workshops/meeting in the village for implementation of ECW programme and project relevant activities.
  • Provide necessary administrative support in facilitation of workshops and seminars for potential stakeholders and beneficiaries in the area of lesson learned experience sharing and challenges.
  • Assist the ECW project coordinator in producing of project progress reports quarterly reports and annual reports and or as per donor reporting schedule.
  • Keep the records of relevant monthly and quarterly progress reports of the project.
  • Update the filling system daily weekly and monthly bases with incoming and outgoing correspondence with DED, PED and MOE.
  • Carry out any other relevant task assigned by the line manager and project team.

Person Specification

War Child in Afghanistan operates in a dynamic environment with a team of highly motivated and dedicated staff. The right candidate will share these qualities and bring effective leadership to a diverse team. The successful candidate will be creative problem solver and foster a solution-based approach to management.

Experience and mandatory criteria:

  • Graduated from Education University or any relevant Univeristy.
  • At least 3 years of work experience in implementation of ECW projects or any CBE project.
  • Very good spoken and written Pashto, Dari – understanding of English language is essential.
  • Able to travel inside of Herat and related districts, outside of the duty station as and when required.
  • Good working skills on computer (Microsoft office).
  • Good communication and inter personal relation skills.
  • Ability to work independently in the field.
  • A good team player & problem solver.
  • Excellent in report writing.
