  1. People In Need (PIN) Afghanistan

PIN is a Czech, non-governmental, non-profit organization founded on the ideals of humanism, freedom, equality and solidarity. People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the program has visibly grown and diversified, but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.

  1. Background

PIN Afghanistan’s three strategic objectives for the current planning period (2021-2022) are (1) Agency driven, transformative, humanitarian assistance; (2) Making markets work for crisis affected and marginalized communities; and, (3) Harnessing decent, productive and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Purpose of the Role

The purpose of the Project Officer (PO) role will be to work closely with the Project Manager and other Project Officers to support the technical and administrative delivery of the project and its results, in line with the project workplan, proposal, donor standards and PIN policies, procedures and quality standards. The PO will be a lead coordinating officer in field and be responsible for supporting the capacity strengthening of the Field Officers in fulfilling their roles.

Responsibilities and Duties:

  1. Technical Project Delivery  
  • Support the PM in introducing the project to the relevant stakeholders in the target areas including local authorities, CDCs, and sectorial departments.
  • Support the PM in developing workplans for the different project activities in line with the donor standards.
  • Work with the PM and the field team to ensure proper identification of beneficiaries for the project activities while utilizing PIN SOPs.
  • Support the community mobilizers, community health workers, health and nutrition promoters, and outreach workers with technical advisory, activities planning, and implementation.
  • Oversite on the activities implemented by the field teams and active participation in the sessions and campaigns.
  • Support the PM in ensuring that the technical materials for the items used by the promoters and community workers serves the purpose of the activity and in line with the project proposal
  • Coordinate with the nutrition specialist on nutrition-related technical topics to ensure sound dissemination of health, nutrition and hygiene promotion information to target communities
  • Oversee the planning of distributions in consideration of protection, security and efficiency aspects.

  1. Administration of Project Delivery
  • Ensure proper documentation of project activities in line with PIN SOPs and donor requirements
  • Ensure proper archiving of activities documents on SharePoint and other standard platforms in line with PIN documents retention checklist
  • Support the PM in providing timely information on the progress of the activities, delays, challenges and possible risk factors.
  • Support the PM in conducting the periodic reporting on the project activities
  • Handle the administrative duties of the program including but not limited to Purchase Requests, Staffing documents, and financial documents
  • Support the PM in the coordination with MEAL, Logistics, HR, Finance, and other relevant departments to ensure proper execution of the project activities as necessary

C. Other Duties 

  • Support the Programme Unit, logistics and finance to prepare items for distribution 
  • Support the Programme Unit in timely communication with selected beneficiaries to ensure they are aware of how to and are able to receive their assistance in a safe and timely manner  
  • On request of PIN participate in joint assessments in support of humanitarian project positioning and wider benefit of the vulnerable people in need of support
  • Provide real-time information on the field situation including but not limited to security, access, needs, health 
  • Adhere to and encourage others to comply with safety and security advisory, procedures and protocols always, and raise any safety or security concerns in an appropriate and safe manner, immediately.
  • Adhere to all project operating procedures
  • Ensure documentation in compliance with internal and rules and regulations are completed and submitted in a timely manner
  • Support the project manager, and where assigned be responsible for timely and quality reporting to the EIEWG, ReportHub and other humanitarian coordination reporting efforts.

Job Requirements

Person Specification – Required Qualifications, Skills and Experience

  • Bachelor’s degree in relevant subject; education, social studies, management 
  • Minimum 3 years demonstrated experience implementing humanitarian projects in Afghanistan, ideally Wardak Province.
  • Applied knowledge of the Afghan governance systems and structures
  • Demonstrated experience working closely with crisis affected communities in urban / rural settings – host and IDP
  • Demonstrated experience in administering assessments, distributions, and monitoring of activities
  • Proven ability in producing status reports, collating and sharing information with the PM in a timely manner
  • Applied understanding and experience of community sensitization on topics related to nutrition, health, hygiene, and other.
  • Demonstrated patience, enthusiasm and strong personal skills with attention to detail, ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
  • Proven knowledge and respect of key humanitarian principles
  • Proven experience in conducting trainings and cascading knowledge and learning to colleagues and Learning facilitators
  • Demonstrated ability remain calm under pressure
  • Computer skills (i.e. Microsoft word and excel) and ability to type in Pashto, Dari and English
  • Fluency and professional proficiency in Pashto, Dari and English
  • Team player and willingness to learn
