Job Description

Job Purpose

The Project Manager (Budget Holder) will be responsible for the overall management and implementation of the MRF-Health Project in Nangarhar province.  He/she will work as a member of the health program management team.

Main Duties & Responsibilities

  • Develop a detailed project implementation plan and manage the implementation of the project in the targeted District and ensure project objectives are met with the highest standards and best practices.
  • The Project Manager is a budget holder for the project with overall responsibility of the Project Management including daily operation of the project.
  • Provide weekly, monthly, and quarterly reports of project activities to National Health Manager and Sr. Medical Coordinator.
  • Develop and update the PMTs, Project Implementation Plan, Procurement Plans and Project Budget Pipelines.
  • Follow IMC, donor and MoPH established policies, procedures, and objectives; continuous quality improvement initiative works/ performance.
  • Identify and make decision to solve immediately any problem which interferes in the delivery of services or in achieving the program objectives and provide report to his/her immediate supervisor.
  • Ensure regular time recording on timesheets online through the staff having access to Costpoint or their immediate supervisors with approval of the leave request, and timesheets at the end of each month
  • Close follow up for all feedback given from other parties to said project.
  • Ensure timely completion of all MAST or other required initial and Refresher trainings for your own and Project staff.
  • Adhere to IMC SEA, Safeguarding and Anti-Corruption policies and immediately report any suspected case of SEA, Safeguarding and corruption or breach of CoC.
  • Monitor the progress of the projects and adjust as necessary to ensure the successful completion of the projects and update Project Management Tool on monthly basis and share with M&E department
  • Compile monthly, semi-annual, and final reports on time and with accurate data
  • Update monthly procurement plan and work closely with Logistics department to ensure its smooth implementation
  • Provide information and contribute to budget management and pipeline preparation on monthly basis with Technical Manager
  • Represents International Medical Corps and project at all levels including communities, government agencies and other organizations by attending meetings, sharing information and providing feedback when requested Contribute in program development

 Supervisory Tasks:

  1. The Project Manager will need to travel to Kabul & Herat for  project implementation sites such as meeting, training and etc…..
  2. The Project Manager will be able to conduct regular supervision from Health sub-centers.
  3. The Project Manager will prepare a monitoring and supervision report and share with Medical Coordinator and related Project and health facilities staff.
  4. Share project progress with MOPH, PHD, district health officer, health shura members and district governors.
  5. Ensure the Project set a target for each HSCs and will see the progress on a monthly and quarterly basis as well as during monitoring supervision of the field sites.

 Technical Tasks:

  • Provide weekly and monthly reports to the National Health Manager/Sr. Medical Coordinator.
  • Monitor and supervise the progress of the project.
  • Meet physically or virtually every month with the National Health  Manager and Sr. Medical Coordinator to report the project's progress.
  • Work together with other key project team regarding their performance at Provincial.
  • Provide on-the-job training to project and field staff based on need.
  • Perform other duties assigned by the National Health Manager/ Sr. Medical Coordinator, Deputy Country Director/Country Director.

 Coordination 

  • Coordinate with local and international NGOs, UN agencies, Afghan Government Authorities, and other stakeholders to ensure holistic support to project activities. 
  • Together with other Officers, actively participate in relevant Sub-cluster, working groups, and other relevant monthly meetings and ad hoc meetings to maximize coverage and minimize duplication of services.
  • Maintain a calendar of events and meetings at site level with staff who will participate and prepare meeting minutes.

Human Resource Management and supervision 

  • Supervise, support and guide the project staff in the Paktika province to ensure project objectives are met   adheres organizational policies and procedures, donor requirements and government guidelines. 
  • Develop quarterly/semi-annual goals and objectives for project offices and review the progress on a regular basis. 

Security 

  • Ensure compliance with security protocols and policies. 
  • Consider security implications of all project activities, review all new initiatives with national staff and community leaders. 

Others 

  • Ensure maximum visibility of International Medical Corps and donor while implementing the project activities.

  • Respect and follow International Medical Corps Safeguarding policy and never neglect, abuse, harm and exploit children, young people, and adult at risk,
  • Report any actual or suspicious harm to the children and vulnerable adult caused by staff and program.

  • It is all staff’s shared responsibility and obligation to safeguard and protect populations with whom we work, including adults who may be particularly vulnerable and children. This includes safeguarding from the following conduct by our staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children and adults at risk; and any form of trafficking in persons. 

Job Requirements

Qualifications

Essential

  • Must be graduated from a recognized Medical University, MPH degree will be a plus.

Experience

  • At least 3-5 years of full-time experience in Project Management at provincial health projects/Technical health positions. Preference will be given to the locals of the duty station.

Competency

  • Training in Management, and financial management   will be a plus point.
  • Must have good computer skills, especially with MS Office (Word, Excel, and PowerPoint) packages, Internet etc.
  • Must have knowledge of English and Dari and/or Pashto languages, both written and spoken.
  • Must have interpersonal and communication skills.
  • Must have supervisory, team worker, analytical and monitoring & evaluation skills.
  • Must have experience in planning and reporting.
  • Must be willing to travel to the project sites.
