Hand in Hand Afghanistan Organization (HIHAO) is a member of Hand in Hand global network, started working in Afghanistan since 2007. With a global shared mission, HIHAO strives to enhance the economic empowerment of vulnerable Afghan women, fostering increased incomes, greater mobility, and enhanced decision-making authority. Since 2007, HIHAO has been engaged in various development and relief programs with DFID, USAID, EU, SIDA, GIZ, Un Women and increasingly, HIHAO expanded its thematic focus incorporating humanitarian response programs with UNOCHA, FSAC, and UNFAO, following obtaining Afghanistan Humanitarian Fund (AHF) eligibility in 2020.

The project will proactively target the most vulnerable households during the winter and pre-harvest lean season with unconditional seasonal food assistance both in-kind and CBT modalities. The project aims to provide nutrition sensitive, unconditional emergency food assistance to members of severely vulnerable, food-insecure households in targeted provinces to prevent further deterioration of their food security and nutritional status also, to avoid or minimize the need for targeted households to resort to negative coping strategies during the months of most severe food insecurity.

 

Job Description

Under the supervision of the Program Manager, the Project Manager is overall responsible for the coordination, planning and implementation of the General Food Assistance project at the target province, managing day-to-day activities, and liaising with sector stakeholders. The Project Manager will represent HIHAO and the project in province level.

The Project Manager will perform the following duties with transparency and integrity and in adherence to the policies as provided by the HIHAO.

Key Responsibilities:

  • Develop monthly and quarterly project plans, implement approved plans, lead the project team, and allocate resources effectively.
  • Ensure that administrative, technical, and financial processes are in conformity with HIHAO regulations, policies, and procedures, including procurement processes and staffing.
  • Prepare detailed, results-based monthly staff work plans and budget forecasts in collaboration with head office departments and submit them for review and record.
  • Manage project staff, providing technical support and conducting regular supervision and monitoring visits to fields.
  • Oversee data collection and prepare periodic monthly & quarterly narrative reports on project activities.
  • Establish and strengthen a solid relationship with WFP, DoEc, ACBAR and other departments and stakeholders in the province and report on project progress, and present to stakeholders in the provincial level.
  • Demonstrate technical leadership, including the procurement of appropriate inputs as required for the project efficiently. 
  • Ensure achieving the project targets, quality, and satisfaction, manage issues, and risks that arises in a project and report on progress as well as problems and solutions.
  • Find opportunities and take the initiative to act on them.
  • Understand that responsible use of resources maximizes our impact on project’s participants.
  • Any other task assigned by Program Manager.

Job Requirements

  • Advanced University degree in Business Administration, Project Management, or other relevant disciplines.
  • Minimum 3 years of work experience in a similar position in humanitarian food assistance/CBT projects in complex setting, or 5 years in project management roles.
  • Experience working with local authorities, stakeholders, and local communities in target province.
  • Fluency in English is required, knowledge of Dari and/or Pashto well required.
  • Experience in leading multi-cultural, multi-lingual teams.
  • Evidence of a highly competency of computer literacy.
  • Committed and honest in his/her work and organization.
  • Ability to provide technical supervision, motivate, lead and train project team.
