OHPM selected by the UNICEF and WHO and is responsible to delivering the SEHATMANDI BPHS&EPHS in KapisaPaktika and Helmand provinces and implementing other vertical projects in Khost, Parwan, Panjshir and Kandahar provinces funded by the UNICEF, UNDP, UNFPA, WHO, WFP, according to established and agreed targets (for quality and coverage), and thereby contribute to achieving the goals of the Ministry of Public Health which are to: Reduce maternal and newborn mortality, Reduce under 5 mortality, improve child health and nutrition.

Job Description

Scope of work:

The Project Manager provides strategic professional leadership and technical policy inputs to the OHPM provincial team in order to strengthen the BPHS/EPHS and other supporting/vertical projects relevant activities in the Paktika province. 

He/she will provide technical support to the OHPM provincial office to effectively plan, report, coordinate and facilitate to implement the relevant programs and activities at provincial level.

The Project Manager will provide guidance for coordination of existing resources at provincial level. He/she will facilitate and guide advocacy for OHPM relevant projects implementation with PPHD, PPHOs and other partners and will ensure regular monitoring and evaluation activities for provision of quality services/ activities at provincial level.

Objectives:

  • To lead the process of development of BPHS/EPHS work plans and technical reports in light of OHPM strategic plan
  • To ensure and facilitate good communication and coordination for development of relevant programs at provincial and central level with key stakeholders, implementing partners pertaining implementation of relevant project
  • To facilitate conducting of coordination meetings as well as OHPM Program Review Workshops for ensuring accountability and smooth implementation of the projects in relevant province
  •  To ensure collecting of projects technical reports, systematic feedback, guide and technical assistance to the technical teams and Provincial Key Management staff

Responsibilities:

  • Preparing weekly, monthly and quarterly action plan and progressive reports according to the BPHS/EPHS work plans and ensure the timely implementation
  • The Project Manager is a member of the project management team and is responsible for the technical, Finance, Administration / HR, and Logistics aspects related to the implementation of the project in Paktia province.
  • Assist program line managers, supervisors in the planning and implementing of program.
  • Responsible for the planning, implementing, and supervision of all project work plans and activities.
  • Monitor and supervise the progress of program activities in the province.
  • Preparation and follow up of the project budget line
  • Develop and submit project progress, technical and financial (weekly, monthly and quarterly) and other reports as per project requirement.
  • Liaise with partners (governmental and non-governmental), participate in all coordination meeting with UN, NGOs and government agencies.
  • Develop weekly, monthly, quarterly and annual project activity plan, allocate required fund for activities as per endorsed budget, and keep track of expenses against the allocated budget.
  • Lead the different sections/departments of the project and provide technical support.
    Follow organization established policies, procedures and objectives; continuous quality improvement initiative works/ performance.
  • Provide regular supportive supervisions to BPHS, CHNE/CME and any other vertical project in the province.
  • Identify and make decision to solve immediately any problem which interferes in the delivery of services or in achieving the program objectives and provide report to his/her immediate supervisor.
  • Meet all Officers to discuss program progress and problems on a weekly base.
    Work closely with technical and Deputy Admin / finance managers in the development of program.
  • Assist technical and Deputy Admin/ finance managers in the planning and implementing of program.
  • Evaluate and supervise the performance of the project staffs
  • Perform any other task as assigned by Technical Director
 

Job Requirements

  • Afghan National
  • Medical Doctor with Master’s degree in public health
  • 15 years of work experience in managerial positions with government or non-government organization, UN Agencies or other development organizations. Specially in health programmes management (BPHS/EPHS)
  • Excellent written and verbal communication skills in English language and fluent in a local language;
  • Ability to work under pressure, flexible and able to do multi-task,
  • Ability to create a supportive working relationship with all project teams
  • Demonstrate computer skills (Ms. Office Package).
  • Be able to travel all districts/health facilities as well as outside of province
