The Aga Khan Agency for Habitat (AKAH), an agency of the Aga Khan Development Network (AKDN) in Afghanistan, on Sunday was introduced as an agency specializing in emergency management and the built environment.

Onno Ruhl, the General Manager of the Aga Khan Agency for Habitat (AKAH), said the program has helped promote standard dwellings for returnees and helped those living in remote regions to find adequate shelter. 

“All these activities I mentioned would be highly relevant in Afghanistan at the present time - that’s why we are here today. We are here because of all of us at AKDN believe that Afghanistan is one of the most important countries in the world for Aga Khan Agency for Habitat to deliver its mandate. 

"We want to build on 22 years of FOCUS’s excellent work, to make remote communities in the mountains of the Hindukush not just safe but for them to thrive. We want to deepen our partnership with the government and in particularly with ANDMA for even greater impact on all Afghanistan,” said Ruhl. 

Afghan officials welcome the move and pointed out that Afghanistan deals with a wide range of regular natural disasters. 

“We are in the first or second position among ten countries which have a lot of natural disasters,” said State Minister For Natural Disaster Management Najib Aqa Fahim. 

“Restoring degraded land means better lives and incomes for farmers and pastoralists and less pressure on people to migrate to cities. We see this ethic of partnership,” said Nurjehan Mawani, the Ambassador the AKDN in Afghanistan. 

“We can see some very alarming numbers that are coming from various reports, based on the World Bank and the The Global Facility for Disaster reduction and recovery report which was produced in 2017; we can see that in Afghanistan annually we have 560 people on average who lose their lives due to earthquakes; floods are threatening their lives and poverty is also impacting 800,000 people. 

“Based on the report, 10,000 kilometers of roads in Afghanistan is under threat of avalanches which happen every year; the effect of drought is very significant. Based on a report, $280 million in agricultural losses are sustained annually and if you go to rural areas, the impact is indeed very challenging,” said Shodmon Hojibekov, CEO of Aga Khan Foundation for Habitat. 

In Afghanistan, the Aga Khan Agency for Habitat (AKAH) − previously Focus Humanitarian Assistance − engages with communities living in remote mountainous areas to increase their resilience to natural disasters and complex emergencies.  

The Aga Khan Agency for Habitat also supports communities to utilize an enabling habitat to enhance their health, education and economic development. 

The approach is to predict where possible potential emergencies may impact homes and livelihoods, identify structural and non-structural interventions that can prevent or mitigate the impact of those hazards, and to build the capacities of communities and local and national governments to reduce their vulnerability to risk and to increase their capacities to help their neighbors.  

To enable this, AKAH implements a wide range of disaster prevention and response initiatives in local communities, including disaster preparedness training, vulnerability assessments, risk mitigation activities and disaster relief efforts. 

Job Description

Overall purpose of the job:

The Project Manager will be in charge of planning, implementation and overseeing of project activities and staff and will have direct supervision on the cycle of project management.

S/he will manage the UNHCR project on enhancing livelihood of the IDPs, returnees through access to financial credit, S/he will lead the building process from inception to completion, working closely with clients, FMFB branches in the target provinces, to develop project briefs, document client requirements, review plans and blueprints to ensure requirements are being met through high quality design, developing and enforcing project schedules, negotiating with beneficiaries, and government officials, obtaining permits and ensuring that the projects are being completed on time, within budget and to the standards, specification and quality that has been approved by AKAH and/or the client.

This role will oversee the day-to-day management and supervision, ensuring the overall efficiency and effectiveness of processes and activities undertaken to achieve project delivery. S/he will also be responsible for providing technical assistance to the project team and will be responsible to coordinate and implement all activities defined in the proposal.

MAIN RESPONSIBILITIES AND TASKS:

  • Lead, manage and oversee the complete lifecycle of UNHCR Project in 5 target provinces.
  • Take responsibility for overall progress and use of resources to ensure projects are on time, on budget and on high quality.
  • Develop and implement a master program for each component of project, as well as detailed and outlined schedules.
  • Responsible for implementation of the scope of work as related to livelihood and provision of loan to the beneficiaries.
  • Monitor and report to Head of Emergency Management the project details, including progress, risks, and opportunities in a timely manner.
  • Provide regular reporting to Department Head – Emergency Management as agreed upon as well as immediate report of any urgent and unforeseen risks or issues.
  • Prepare interim and final project/handover reports and maintain the relevant project records.
  • Ensure proper and efficient reporting on project progress on timely basis.
  • Monitor project activities productivity and performance; investigate reasons for less than satisfactory performance. Recommend and institute measures for improvement
  • Ensure all technical inputs and cost estimates related to the project components are accurate, timely provided and included in the project proposals and budgets.
  • Ensures all changes to specifications, work scope and drawings are documented.
  • Lead and manage project budgets, cash flow and obligations to ensure that deliverables are met, and payment of contractors and personnel are received on time.
  • Work with the AKAH Health and Safety Supervisor / Officers to ensure all health and safety regulations are being adhered to.
  • Coordinate activities with client, government, and regional program managers in term of project legal and governmental permits.
  • Ensure conflict resolution and problem-solving mechanism for the projects.
  • Monitor and evaluate performance of service providers or contractors.
  • Assist in development of maintenance and operation plans for the client/ end-user post-handover of the projects.
  • Conduct regular visits to project sites as per the need of the project and during critical activities.
  • Ensure lessons learned are properly documented throughout the life of the project including Project Close-out.
  • Develop reports and track project financial aspect as per the Donor Compliance and reporting cycle.
  • Ensure that the cash-based interventions are aligned with cash and voucher working group.
  • Ensure close coordination with FMFB and its regional branches in Mazar, Jalalabad, Kabul and Bamiyan.
  • Lead the process of data collection and beneficiary selection and ensure that its aligned with the donor requirements.
  • Consult with national and regional level government on registration and finalization of the project documents.
  • Follow up of important customers as well as delinquent customers; and chairs the Branch Loan Committee.
  • Developing staff capacity through ongoing need-assessment and support to maintain efficiency and effectiveness of resources.
  •  Responsible for staff attitude and ensuring a respectful, professional, and banking values driven behavior against customers.
  • Develop strategy and work plan for the Microfinance Department, in consultation with the head of department
  • Be able to promote and market the microfinance program to all the stakeholders
  •   Develop evaluation tools to measure the effectiveness of training in microfinance.

Job Requirements

(SPECIFICATIONS (MINIMUM REQUIREMENTS):

Education: A bachelor’s degree in business administration and project management, development studies and public relations. Master’s degree will be preferred.  

Experience: +5 years of experience managing cash-based interventions and projects with at least 3 years project management experience in a reputed and well-known organization in Afghanistan.

  • Experience in planning, implementation, monitoring and supervision of new project deliverables.
  • Experience in managing the project plans and project reporting.
  • Knowledge of project management, team building, budget management and public relations.  
  • Excellence and proven experience in dealing with government, partners, donor and beneficiaries.
