Community World Service Asia is a regional non-governmental organization, which implements humanitarian and development activities in Asia. The Regional Representative heads the program in Asia. According to the strategic plan, the Head of communications requires A Communication & Data management Officer based in Kabul with frequent travel to field to assist in effectively providing visibility and promotion to all programs and projects.

Job Description

Planning and Implementation:

  • Conducting the preliminary survey for site selection of the flood control and rockfall mitigation construction project such construction of Check dams, boulder walls, Retaining walls and Gabion walls.
  • Proposing proper and relevant measures of hard intervention to mitigate the risk of flood, rockfalls and landslide disasters.
  • Conducting the topographical survey with the help of Total Station.
  • Developing the Bill of Quantities (BoQs), scope, and specifications for proposed construction projects for controlling the flood risks in targeted areas.
  • Designing relevant measures of hard intervention to mitigate the risk of mentioned disasters in the community.
  • Developing the drawings for the proposed hard intervention infrastructure/measures (Check dams, boulder walls, Retaining walls and Gabion walls.
  • Developing the Terms of Reference (ToR) for each construction project to be agreed upon with the subcontractor implementing the construction project.
  • Collecting data, entering data, and managing all related Disaster Risk Reduction (DRR) activities.
  • Conducting technical trainings on DRR Construction planning in Kabul, Jalalabad and Kunar
  • Maintaining proper records of project information and data; ensuring well-organized and complete filing (hard and soft) of project documents and information.
  • Ensuring the safety and security of project, office equipment/materials, and documents at the office and in the field.
  • Read though all relevant documents as project contracts, proposal, SOPs, procedures, policies of CWSA, relevant government ministries, cluster and UN to understand them well and follow during project design, planning, implementation, monitoring and evaluation and also supervise team to follow them.
  • Assist PM for developing proper action plan in case of emergencies in coordination with PC, relevant government Directorates and coordinate with other stakeholders in the area.
  • Generating timely reports on all field activities.

Coordination, meetings and Consultation:

  • Coordinate and communicate project activities at the community, district, and provincial levels.
  • Travel to the field on a regular basis to conduct meetings with community elders, local authorities, and other locally available structures, including civil society organizations and I/NGOs.
  • Liaising with the people of local communities about the construction projects.
  • Support the senior program team whenever required to coordinate with relevant stakeholders (Governmental, Non-Governmental Organizations, UN agencies, Line department) for any purpose that may benefit the project.
  • Follow up on the delivery/receipt of project-related documents and letters with the project stakeholders.
  • Assist PM/PC through actively and regularly participation and representing Community World Service Asia (CWSA) in relevant meetings, seminars and conferences that held online or require physical presence on district, provincial and central level in consultation with PM and/ARD. And make best use of them for improving project/program planning, design, implementation, monitoring and its evaluation.
  • Support PM and/or PC whenever required in coordinating with relevant agencies including but not limited to Governmental, Non-Governmental Organizations, UN agencies, line departments for whatever purpose that may benefit projects.
  • Maintain good working relationships between staff, groups and teams including but not limited to: Projects Team, Finance team, Program Development Unite (PDU), MEAL OD team and Communications team in all locations.
  • Attend regularly staff meetings to present the achievements, issues and concerns of the project/program.
  • Assist PM and PC to involve project team(s) in consultation and decision-making process during planning, design, implementation and other relevant aspects of project/program.
  • Proactively coordinate with PM, Program Coordinator (PC) on programmatic issues of project/Program.
  • Assist PM/PC for Provide input and required support for developing/improving policies, procedures/manuals and mechanism when required for effective management of projects, staff and organization’s resources

Monitoring, and Evaluation:

  • Assist PM/PC in developing overall project monitoring and evaluation plan and/or performance Measurement Framework (PMF) in consultation with MEAL, project team and PC and use it as base for project monitoring.
  • Regularly share monitoring visits plans with clear goal and objectives prior to any monitoring visit and Conduct monitoring visits based on the agreed plan., share its findings and regular following up to ensure the required corrective actions have taken.
  • Share findings, feedbacks and recommendations with the team for taking corrective action in a timely manner, regularly following up to the required correcting actions have taken and keep supervisor, PC and reverent deportment in loop through proper and will organized monitoring report.
  • Project Engineer (PE) is responsible to regularly visit and monitor project’s activities in field within the given area.
  • Assist PM/PC in drafting a comprehensive, well-organized, and clear ToR for project internal/external evaluation/assessments based on project scope, LFA and in line with the donor requirements in consultation and support of MEAL team and PC.
  • Plan and ensure use and implementation of all those findings, feedbacks and lesson learned that received at the result of any evaluation, monitoring and/or supervision for improving implementation and effectiveness of the current projects and in design of future projects.
  • Assist in drafting and reviewing of tools for any internal and external evaluation in consultation with MEAL team, his/her supervisor and PC.

Need Assessment and Baseline Surveys:

  • Assist PM in developing a clear and well-organized plan together with team members for conducting any required and agreed need assessment and/or baseline surveys in consultation with MEAL, supervisor and PC.
  • Assist PM/PC in drafting comprehensive, well organized and clear tools together with team members based on the survey objectives/project’s LFA in consultation with MEAL team his/her supervisor an.
  • Assist PM in supervise and facilitating team for conducting surveys in field level to ensure quality of collected information.
  • Ensure that the collected data through surveys are properly managed, entered, analysed, compiled and presented in organized manner.

Reporting, documentation and Information Management:

  • Drafting quality and well-organized reports on risk assessment, quality control, project monitoring and completion reports .
  • Sharing the drafted reports with his/her supervisor or PDU for review, feedbacks and comments for further improvement in consultation with PC. Consider and incorporate the provided comments/feedbacks in report revision properly wherever relevant and also provide clear, logical and

to the point justification to the comments and feedbacks to finalize the report.

  • Ensure quality, reliability, accuracy, relevancy, sequence, language and presentation of data and information in any report, writ-ups, proposal, concept note and etc.
  • Assist PM and Project team in Conducting high quality researches to provide required and relevant secondary information for proposals, concept notes, project reports, need assessments and baseline survey reports with its references from relevant trustable sources i.e., reports and documents of UN agencies, relevant ministries, world bank, USAID and/or well credible I/NGO’s.
  • Developing reports, writ-ups, plans, cases stories, procurement lists/plans, beneficiaries lists and other documents produces by team.

Filling and Record keeping:

  • Assist PM/PC for proper, well-organized and complete filling of the project documents and Information including but not limited to: reports, maps, staff and consultant’s contracts, project agreements, MoUs, ToRs, letters, important communications and emails in office and soft copies in his/her computer.
  • Assist PM and team to ensure that all the required records, documents and information including but not limited to assessments data, distribution list, furniture and equipment lists, forms are properly maintained, updated and filled in a well-organized manner, aligned with ISO standards documentation requirements for internal and external audits.

Financial management, Procurement and Budgeting:

  • Assist PM and PC for financial management of the project budget. S/he should follow financial and procurement policies/procedures of the organization for effective management of the budgets.
  • Assist in preparing procurement plan based on approved budget in Consultation with PM/PC.
  • Plan and manage procurement and expenses in line with the approved budget.
  • Ensure coordination and prior approval for major Project related expense/budget with Health Program Coordinator. Assist to ensure all financial policies and procedures.
  • Consult and get consent of supervisor and/or PC for non-routine expenses when required in advance.
  • Ensure that all the required financial documents are in place and completed before making payment.
  • PO is responsible to consider appropriate measures to ensure cost effectiveness for any procurement and expenses.
  • Assist PM in providing clear and logical justifications for any budget variation that take place in project expenses.
  • Assist his/her supervisor and ARD for developing budget for new project planning/proposal.

Technical Competencies:

  • Knowledge of management theories and concepts
  • Experienced in planning and managing DRR intervention.
  • Ability organizing and conducting technical trainings to government officials, NGOs and UN employees, university, teachers and students on DRR.
  • Familiar with using QGIS & Remote Sensing Technology.
  • Know about how to design projection walls, check dams and other hydrological structures for mitigation for flood risks
  • Have knowledge of gender equality, Q&A and its mainstreaming skills in projects and programs.
  • Have good writing skill of reports, updates, budget management and presentation.
  • Have good leadership skill along with good coordination, communication, monitoring, evaluation and supersession skills with good team management skills.
  • Have good networking and fundraising knowledge and skill.
