The Norwegian Afghanistan Committee (NAC) has a zero tolerance of sexual exploitation, abuse, and harassment (SEAH) both within the organization and of beneficiaries. Prevention of and protection from sexual exploitation, abuse, and harassment (PSEAH) is the individual and collective responsibility of all NAC officers, management, staff, consultants, and volunteers, who are all required to familiarize themselves with, agree to, and act in accordance with NAC’s Ethical Guidelines and Commitment, NAC Child Protection Policy, and NAC PSEAH Policy, at all times – both during and outside working hours – and participate actively in introductory and refresher trainings. Any breaches of PSEAH clauses in NAC’s policies, guidelines, and/or commitments will lead to immediate termination and possible legal actions.

Job Description

Major Duties and Responsibilities:

The basic role of this position is the effective implementation of Life-saving shelter Project in Kapisa Province Project. The post holder will ensure that the project activity is well understood and accepted by the target community and based on ESNFI standards and guidelines also ensures that the best approach for effective and standardized project implementation considering Building Back Better is in place. Also, coordination at the district level with project participants and district authorities in order to achieve project goals and objectives should be ensured Reporting directly to the Head of the provincial Office and Head of Humanitarian Programs.

 

Specifically, the project coordinator will have the following responsibilities:

 

Direct program implementation:

  • Review of project documents and preparing project field plans and coordination with relevant actors
  • Day-to-day project management and reporting of any barriers to the NAC management to seek a solution
  • Staff capacity building and support where required
  • Support to field staff on beneficiary profile survey and distribution of inputs
  • Coordination with relevant actors for access, project objectives, and reporting on achievements
  • Making sure that all the project-related IEC materials received and distributed/disseminated to the project beneficiaries
  • Getting on-time security advice and providing field-level analysis to the management
  • Making sure that the warehouses are well managed and materials are safely distributed to the project beneficiaries considering all the humanitarian principles in a dignifying manner
  • Making sure that staff are well aware of selection criteria and using of KOBO toolbox
  • Provide support to M&E Officer for proper documentation of distributed items and other activities.
  • Conducting post distribution monitoring visits to project implementation sites.
  • Supporting the project AAP responsible person in identifying the AAP cases and providing feedback as per the AAP guidelines and procedures.
  • Preparation of the project final distribution lists, training database, and the project photos for project close out.
  • Providing feedback and revising the beneficiary profile database in a timely manner.
  • Budget management and tracking of the project budget

 

Supervision:

  • Motivating and supporting staff to meet the project objectives, outputs, and activities.
  • Facilitate project and activities information at all events prepare and implement the project action plan for quality monitoring. 
  • Facilitate project and activity information at all events such as training and workshops.
  • Staff capacity building and on-job training for the project staff.

 

Reports and coordination:

  • Coordination of the NACs activities under the ESNFI project and building effective coordination and cooperation among all stakeholders.
  • Data collection and writing of periodic weekly reports, Success stories, and other projects related data information.
 

Job Requirements

Languages Required:

  • Local language with proffered English

 

Qualifications Required:

  • Minimum higher education/ bachelor of the relevant field, BA in civil engineering is highly preferable
  • Having Project management skills
  • Preferred working experience in implementing NFI and emergency projects
  • Preferred those with background of emergency programming and assessment

 

Experience Required:

  • At least 5 years of work experience in infrastructure/construction-related projects, any emergency response project, shelter, and housing projects with international/ local NGOs.

 

Skills Required:

  • Good training skills on DRR and construction topics
  • Working in emergency teams
  • Being part of the assessment team
  • Good skills in coordination and cooperation with local communities
  • Should have an understanding of local norms and culture
