We World-GVC in the framework of its programs in Afghanistan is recruiting local staff to implement the project "Strengthening the food insecurity and disaster risk preparedness, prevention and response capacities of the Afghan population affected by the humanitarian crisis" in Herat funded by the Italian Agency for Development Cooperation (AICS).

Job Description

Purpose of the Role

Under the guidance and supervision of Program Manager/Technical Coordinator and Project Manager/Country Representative.

The Project Assistant/MEAL officer will be responsible for the day-to-day implementation of project activities, ensuring cash distributions, documentation, and proper commodities management. The position holder will be responsible for supporting the effective implementation of crises, emergencies, and relief interventions in the target district. S/he will play a key role in supporting beneficiary selection, registrations, project-related data collection, reporting, and success stories. S/he will also be responsible for community meetings and other engagements with the local authorities.

As MEAL officer under direct supervision of the Program manager/Technical Coordinator, s/he supports the Monitoring, Evaluation, Accountability and Learning activities of WeWorld-GVC. As MEAL Officer contributes to overall program quality through the implementation of MEAL strategies and applying tools that enhance the effectiveness, efficiency and sustainability of WeWorld-GVC’s projects.

As MEAL Officer will provide technical support to WeWorld-GVC’s projects in multi-sectoral emergency, including but not limited to: carrying out monitoring field visits, roll out data collection activities, handling accountability mechanisms, drafting reports, ensuring data confidentiality and security. S/he will provide support to WeWorld-GVC staff and will work closely with partner’s staff on the implementation sites, providing capacity building/coaching sessions where relevant. The Project Assistant/MEAL Officer will be based in Herat and will be required frequent travels to WeWorld-GVC’s Areas of Intervention (Kushk Robat-Sangi district) on regular basis.

  • Provide support throughout the design, planning, implementation, supervision and monitoring phases of project interventions in the target district.
  • Following up the needs and requirements of the most vulnerable families and the major obstacles against normal life for people suffering hard living condition such as female-headed families, disabled persons, children and internally displaced people.
  • Assist in the coordination of qualitative and quantitative data collection processes such as survey, focus group discussions (FGD), interviews, PDM, and similar activities, including strengthening capacity of enumerators and Community Mobilizers in qualitative and quantitative data collection.
  • Provide regular support to needs assessment activities and analysis when needed.
  • Assist in developing and enhancing the regular and ad hoc data collection instruments (data collection forms) ensuring all indicators are analytically relevant and eventually entered into a database.
  • Assemble and ensure integrity of data sets, tables, charts, etc when required by internal or external sources.
  • Supervise the identification process of cash transfer activities (identification and registration of beneficiaries, organization of cash, etc…).
  • Support field staff in coordination of assistance distribution including supervision and monitoring of assessment and distribution, regular field visits to assessment and distribution sites, and mobilization of resources to the affected areas and project implementation sites.
  • Develop sound monitoring and evaluation systems to ensure proper implementation of interventions.
  • Provide ongoing support on new monitoring and evaluation methodologies, providing training to project staff, and facilitating learning sessions for the partner staff.
  • Prepare and implement monthly monitoring and evaluation plans for the program.
  • Complete and submit regular reports on the monitoring and evaluation findings in the field to Program Manager/Technical Coordinator and Project Manager/Country Representative, which includes reporting of field visits.
  • Supports in the coordination of the activities envisaged in the project.
  • Participates in coordination meetings with the donor and HQ, when needed.
  • Ensures and regulates the updating of the risk analysis and measures necessary for the project.
  • Support the Program manager/Technical coordinator in creating specific methodologies, MEAL plans and tools for the monitoring and evaluation processes of the activities throughout the duration of the project.
  • Support the Program Coordinator in liaising with partners and consortia.
  • Conduct regular monitoring field visits (on-site monitoring, quality spot checks, support to learning activities etc.) in WeWorld-GVC Areas of Intervention and provide timely feedback.
  • Ensure accuracy, confidentiality, and security of qualitative and quantitative data.
  • Ensure that the data queries, requests, and reports are addressed in an accurate and timely manner according to WW-GVC’s and donors’ requirements.
  • Support and lead Post-Distribution/Implementation Monitoring (PDM/PIM) exercises and need assessments, eligibility assessments, internal baseline, endline evaluations and ad-hoc data collection activities.
  • Update and report on the Activity Tracker, Indicator Tracker and any other relevant performance-monitoring tool.
  • Support in reporting on Activity Info on a regular basis.
  • Draft reports on a regular basis to inform the Program coordination on the activities conducted as well as to capitalize on the data collection activities performed.
  • Assume responsibility for the implementation of and compliance with WeWorld-GVC’s Feedback and Complaint Response Mechanism, tools and Standard Operating Procedure (SOP).
  • Assume responsibility for the implementation of and compliance with WW-GVC’s policies (PSEAH, Child Safeguarding, Code of Conducts and Ethics).
  • Identify strengths and weaknesses in existing data collection and propose solutions, suggesting ways to facilitate data management among projects’ teams and other WeWorld-GVC departments.
  • Analyze and discuss findings based on regular monitoring data.
  • Identify and conduct MEAL-related capacity building activities for all WeWorld-GVC’s program staff.
  • Supervise, train, and monitor the daily workers who are contracted periodically for data collection.
  • Capitalize on MEAL-related activities drafting reports, guidelines, presentations, and manuals or organizing capitalization exercises, workshops, and sessions. 
  • In collaboration with the Program Manager/Technical Coordinator, facilitate learning events and disseminate lessons learnt.

Job Requirements

  • University degree in social sciences, international cooperation, politics and international affairs, statistics, or Diploma in Business Administration or Business Management or any management field required.
  • Minimum 3 years of experience within NGOs, including minimum 1 year within M&E/MEAL department. The ideal candidate has previously worked for NGOs in the programs/MEAL department and has a concrete and proven experience with Monitoring and Evaluation activities, specifically in the development and humanitarian context. Previous experience in Food assistance projects is a plus.
  • Professionalism – understanding of the management and operations of development organizations. Demonstrated ability to apply good judgment in the context of assignments given.
  • Planning & Organizing - Ability to plan own work and manage conflicting priorities.
  • Management – Ability to manage staff and contribute to the skills and capacity building.
  • Communications - Good communication (spoken and written) skills, including ability to explain and present program related information/requirements and prepare written documents/communications in a clear and concise way.
  • Technology Awareness – Good computer skills using Word, Excel and PowerPoint.
  • Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Knowledge of developing proposals and budgets will be an advantage.
  • Fluency in Dari, and excellent in English (listening, reading, writing, and speaking).
  • Ability to multi-task, be flexible, and effectively lead the team in pressure working environment.
  • Extensive experience in capacity building through conducting training sessions.
  • High proficiency in mobile data collection tools such as KoboToolBox, ODK, and Survey123 is mandatory.
  • High proficiency in Microsoft Office 365 (especially Excel, Word and Outlook) is mandatory.
  • Proven technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis is mandatory.
  • Good analytical and writing skills and good capacity to produce high-quality reports in English is mandatory.
  • Demonstrated experience in developing data collection tools and methodologies is preferred.
  • Demonstrated experience in implementing Feedback & Complaint Response Mechanisms is preferred.
  • Demonstrated experience in complying with PSEA and Child Safeguarding policies is preferred.
  • Ability to independently organize work and prioritize tasks but also to work as part of a team.
  • As a plus familiarity with IM systems and analysis software (PowerBI, R, Python, and Stata etc.) or with any coding language is a plus.
