Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

Under the overall supervision of the Programme Officer (Disaster Risk Reduction) and direct supervision of the Senior Programme Associate (DRR-Engineering); and, in collaboration with relevant Units in Afghanistan Country Office, the successful candidate will be responsible and accountable for the following duties and responsibilities.

Core Functions / Responsibilities:

  1. Participate in performing a comprehensive technical assessment including, walk through survey, collection of demographical, and socioeconomical, geotechnical, and hydrological information to assist in determining the selection status of locations for intervention and for technical design purposes.
  2. Draft technical assessment summary reports and attend pre-bid site visits if required.
  3. Conduct preliminary survey including visual assessment, collection of photographs, map check and site visits.
  4. Participate in performing detailed topographic surveying of locations and infrastructure proposed for intervention using Total stations, Geodetic GPS and level machine.
  5. Prepare topographic surveying plots including site plans, profiles, and cross-sections using Civil 3D, Eagle Point and Auto CAD. 
  6. Collect information such as water discharge, underground water, annual flood data of river and other required data to assist the design engineer in the deciding on the hydraulic calculations.
  7. Ensure completion of survey and assigned duties within the assigned time constraints and achieving desired quality.
  8. Ensures survey data files and records are appropriately maintained.
  9. Reporting on weekly, monthly and ad-hoc basis to supervisor regarding the survey and data arrangement of the assigned projects.
  10. Assist in liaison with government authorities, line departments, CDCs and community elders at provincial level, suggesting alternative solutions for the problems that may arise in the assigned tasks.
  11. Actively engage in community engagement process.
  12. Assist team and field engineers in implementation of the project.
  13. Provide initial data and support in quantity estimation.
  14. Provide any other required technical assistance to the project as requested.
  15. Flexibility to move from one location to another as requested by Senior Programme Associate (DRR-Engineering)
  16. Perform such other duties as may be assigned.
 

Job Requirements

Education

 

Bachelor's degree in a relevant field such as Civil Engineering, Geomatics and Topography engineering at a recognized University with B.Sc. degree or higher with at least two (2) years of relevant professional experience.

or

High school diploma with four (4) years of relevant professional experience.

Experience

 

  • Experience in the 2 years of experience in Topographic surveying, including Survey for stone masonry wall, protection walls, retaining walls and gabion walls, canals and water intakes, check dams.
  • Having Knowledge of using Survey Engineering tools such as Total station, level.

 

 

SKILLS

 

  • Proficiency in Engineering codes including IBC, ASCE, and ASTM is required.
  • Knowledge in MS Office, primavera, Auto CAD , Civil 3D and other construction related software is required.
  • Familiarity with Survey Engineering tools such as Total station, level machine, and GPS is a strong advantage.
  • The candidate must be willing to reside and work in designated areas and work overtime if necessary.

 

Languages

 

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
