Overview of position

Treatment of severe acute malnutrition (SAM) is one of the key components of PND activities serviced through BPHS NGOS. It is primarily implemented in the emergency affected provinces where the prevalence of SAM is high. The services will be expanded as part of emergency response once there is emergency induced SAM cases. Therapeutic nutrition supplies (e.g F-75, F-100 and RUTF) are core elements of the services. PND manage the overall supply chain including forecasting, requesting, distributing, and collecting the reports on a quarterly basis.

Purpose of the post:

The main objective of this assignment is to support PND to manage quality IMAM services delivery as inpatient care and outpatient care. Also, to manage the therapeutic supply and minimize the nutrition supply stock outs through improved nutrition supply management system. The technical assistance will also be responsible for emergency related activities in PND including coordinating with Nutrition cluster. 

Job Description

Under the overall supervision of the Programme Officer (Disaster Risk Reduction) and direct supervision of the Senior Programme Associate (DRR-Engineering); and, in collaboration with relevant Units in Afghanistan Country Office, the successful candidate will be responsible and accountable for the following duties and responsibilities.

 

Core Functions / Responsibilities:

 

  1. Assist to prepare feasible and cost-effective structural design, calculations, drawings, and details for Disaster Risk Mitigation Infrastructures including Weir intake, Side intake, Check Dam, Canal, medium cross drainage structures and other structures Under SNFI-DRR Program.
  2. Assist to prepare hydraulic analysis and calculations for water management hydraulic structures including bill of quantities for construction material, machinery, and labourer and other resources and estimates as per the local rates. considering relevant standard specifications in use in the country and elsewhere for similar works.
  3. Contribute to advise on all design and construction related issues considering the structural parts of the infrastructures under construction. Provide assistance to the topographic surveying to determine proper data collection needed for hydraulic and structure design purposes.
  4.  Support comprehensive on-site technical assessments, to determining the suitability of potential intervention locations and for technical design purposes. In a relevant manner, prepare summary reports of the technical assessments and attend pre-bid site visits as necessary.
  5. Collaborate with the topographical engineer in the on-site assessments and provide guidance for surveillance purposes; and participate in the field visits before commencing infrastructure construction to assess the site preparations, if needed.
  6. Assist in Liaison with governmental line departments, Community Councils, and community elders at provincial level, during the technical assessment and during the construction work to propose alternative solutions for the problems that may arise during all the stages of the project.
  7. Support the field implementation as assigned by the Senior Engineer and provide feedback and technical information regarding the potential project in the target areas.
  8. Inform the DRR Senior Engineer on major issues affecting the project activities and provide recommendations to ensure optimal quality of all the project schedules.
  9. Perform such other duties as may be assigned by the Supervisor.

Job Requirements

Education

 

Bachelor's degree in a relevant field such as Civil Engineering, Water (resource) Management at a recognized University with B.Sc. degree or higher with at least three years of relevant professional experience.

 

Or

 

High school/College Diploma in the above field of studies with 5 years of relevant professional experience.

 

Experience

 

  • Experience supporting the design of water resource management (hydro) structures including Protection Wall, weir, intake, check dam, floodway, causeways, culverts, etc., is required.
  • Experience in implementing and monitoring of different type of structures particularly stone masonry wall, protection wall, retaining wall, gabion work, check dam, water intake, culvert, floodway, and others (buildings, etc.) is required.
  • Experience in organizing on site activities is preferable.

 

 

SKILLS

 

  • Proficiency in Engineering codes including IBC, ASCE, and ASTM is required.
  • Knowledge in MS Office, primavera, Auto CAD, Civil 3D and other construction related software is required.
  • Familiarity with Survey Engineering tools such as Total station, level machine, and GPS is a strong advantage.
  • The candidate must be willing to reside and work in designated areas and work overtime if necessary.

 

Languages

 

  • For all Applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
