About Aga Khan Agency for Habitat, Afghanistan

The Aga Khan Agency for Habitat (AKAH), an agency of the Aga Khan Development Network (AKDN) in Afghanistan, on Sunday was introduced as an agency specializing in emergency management and the built environment.

Onno Ruhl, the General Manager of the Aga Khan Agency for Habitat (AKAH), said the program has helped promote standard dwellings for returnees and helped those living in remote regions to find adequate shelter. 

“All these activities I mentioned would be highly relevant in Afghanistan at the present time - that’s why we are here today. We are here because of all of us at AKDN believe that Afghanistan is one of the most important countries in the world for Aga Khan Agency for Habitat to deliver its mandate. 

"We want to build on 22 years of FOCUS’s excellent work, to make remote communities in the mountains of the Hindukush not just safe but for them to thrive. We want to deepen our partnership with the government and in particularly with ANDMA for even greater impact on all Afghanistan,” said Ruhl. 

Afghan officials welcome the move and pointed out that Afghanistan deals with a wide range of regular natural disasters. 

“We are in the first or second position among ten countries which have a lot of natural disasters,” said State Minister For Natural Disaster Management Najib Aqa Fahim. 

“Restoring degraded land means better lives and incomes for farmers and pastoralists and less pressure on people to migrate to cities. We see this ethic of partnership,” said Nurjehan Mawani, the Ambassador the AKDN in Afghanistan. 

“We can see some very alarming numbers that are coming from various reports, based on the World Bank and the The Global Facility for Disaster reduction and recovery report which was produced in 2017; we can see that in Afghanistan annually we have 560 people on average who lose their lives due to earthquakes; floods are threatening their lives and poverty is also impacting 800,000 people. 

“Based on the report, 10,000 kilometers of roads in Afghanistan is under threat of avalanches which happen every year; the effect of drought is very significant. Based on a report, $280 million in agricultural losses are sustained annually and if you go to rural areas, the impact is indeed very challenging,” said Shodmon Hojibekov, CEO of Aga Khan Foundation for Habitat. 

In Afghanistan, the Aga Khan Agency for Habitat (AKAH) − previously Focus Humanitarian Assistance − engages with communities living in remote mountainous areas to increase their resilience to natural disasters and complex emergencies.  

The Aga Khan Agency for Habitat also supports communities to utilize an enabling habitat to enhance their health, education and economic development. 

The approach is to predict where possible potential emergencies may impact homes and livelihoods, identify structural and non-structural interventions that can prevent or mitigate the impact of those hazards, and to build the capacities of communities and local and national governments to reduce their vulnerability to risk and to increase their capacities to help their neighbors.  

To enable this, AKAH implements a wide range of disaster prevention and response initiatives in local communities, including disaster preparedness training, vulnerability assessments, risk mitigation activities and disaster relief efforts. 

Job Description

(Overall purpose of the job):

Manage, coordinate, maintain and update the Emergency Management Plans with resources available and execute the deliverables in close consultation with department head. Lead and manage the day to day operations of the Emergency Preparedness and Emergency Response units with providing feedbacks to the field team on implementation processes.  Oversee all the trainings and capacity building programs at community and school levels and sharing on time feedback for quality assurance. Write and compile progress update reports on monthly, quarterly and annual basis under the supervision of the department head. Provides necessary project management and support for all Emergency preparedness and Emergency Response unites work progress. Ensure solid connection with target communities before, during and after Emergencies. Ensure that all the communication tools are up to date and are functioning all the time across AKAH regional offices. Ensure well coordination and representation in UN clusters and lead AKAH emergency response activities in case of any incidents/ natural disasters.

 

(MAIN RESPONSIBILITIES AND TASKS):

MAIN ACCOUNTABILITIES

  1. Develop, coordinate, maintain and update the Emergency Management Implementation Plans in close consultation with field team and department head and ensuring that the plan meets all standards and requirements as per AKAH Afghanistan strategic objectives.
  2. Lead and manage the Emergency Preparedness and Emergency Response units and contributes ideas and monitors the planning process. Develop project plans and timelines for accomplishing outstanding tasks. Identify inconsistencies among plans and processes and propose corrective measures.
  3. Provide high quality leadership to Emergency Preparedness and Emergency Response teams. Ensure that direct reports are providing high quality leadership and supervision to those they supervise. Convene regular meetings to recognize team achievements, coordinate activities, involve teams in the identification and resolution of challenges, and promote an environment of shared learning. Proactively address any issues in team performance.
  4. Work with EMD managers and Emergency Management Department Head to adapt the Emergency team structure to changing program needs. Contribute to the development of organizational charts, job descriptions, and recruitment processes that support clear and realistic expectations from staff and teams.
  5. Plan and implement emergency and disaster preparedness activities, drills, exercises, and provide leadership during emergency responses.
  6. Proactively manage department budgets in consultation with department head and regional EMD managers to ensure that program expenses are in-line with project proposal budgets and donor regulations.
  7. Maintain effective working relationships between AKAH Emergency Management Department Teams and relevant stakeholders, including key government ministries, UN, INGOs active in the sector, and existing or potential donor agencies.
  8.  Immediately report/inform all security incidents and regularly update on any changes in the operating context in project locations with the help of EMD managers.
  9. Support Field EMD managers to ensure smooth implementation of program activities.
  10. Provide oversight for projects and programs, ensuring activities are implemented as per donor requirements and taking timely corrective action if activities are off-track and work closely with M &E team.
  11. Quality check all related reports received from EMD managers, update, compile and share to Emergency Management Department Head.
  12. Write Emergency Management quarterly reports, semi- annual and annual reports for donor funded projects and submission to head of department.
  13. Undertake regular field visits for the purpose of implementation and guidance to team for implementation.
  14. Provide input in developing the communication materials/knowledge products and information materials.
  15. Attend all related meetings on Emergency Management and circulate the decisions made with the team.
  16. To communicate and dissemination information from management to the team and vice versa.
  17. Investigate, research and make recommendations regarding best practices with respect to emergency management.
  18. Ensure the emergency management call lists and electronic emergency notification and WMP updates are up to date and functional, conduct periodic reviews and verification of call lists, distribution lists and publish necessary updates.
  19. Work with National and Regional communication units and experts to ensure that emergency preparedness equipment and supplies are available and in good working condition. Assist in the recommendation for purchase of supplies and equipment to support emergency preparedness and emergency response.
  20. Conduct staff performance appraisal and providing on time feedback for staff capacity building.
  21. Any other tasks assigned by Head of Emergency Management Department.
 

Job Requirements

(SPECIFICATIONS (MINIMUM REQUIREMENTS):

Education:  Master’s degree in below technical fields:

  •  Project management & leadership (MBA).
  •  Disaster management and humanitarian response.
  •  community regional planning, or public administration.
  • Development studies.

Experience:

  • Minimum 5 years of proven work experience as Program Manager, worked in senior project management and leadership positions and managed donor funded projects with international organizations (INGOs), UN agencies, AKDN and other reputational humanitarian organizations) in Afghanistan.
  • At least 5 years of Emergency Management experience in Afghanistan and demonstrable expertise in Incident Command Systems-based response methodologies.
  • Field experience on working in complex geographical areas specially leading search and rescue in massive incidents.
  • Experience in hazard related early warning, forecasting systems and emergency response.
  • Training experience in one or more emergency management subject areas including disaster management course (DMC), incident command system (ICS) and Emergency Operation Center (EOC).
