Job Description

  • Provide overall leadership and strategic direction for humanitarian aid projects in Kabul, ensuring alignment with organizational objectives, donor requirements, and humanitarian principles.
  • Oversee the planning, implementation, monitoring, and evaluation of humanitarian aid projects, ensuring the efficient use of resources, timely delivery of assistance, and achievement of project objectives.
  • Represent VDO in cluster meetings 
  • Represent VDO in donor meetings
  • Lead and work closely with program teams to design and develop humanitarian aid projects.
  • Lead efforts to mobilize resources for humanitarian aid projects, including the development of project proposals, engagement with donors, and cultivation of partnerships with relevant stakeholders.
  • Implement quality assurance mechanisms to ensure the delivery of high-quality humanitarian assistance, including adherence to humanitarian standards, principles, and best practices.
  • Identify and mitigate risks associated with project implementation, including security risks, operational challenges, and compliance issues, to ensure the safety and well-being of project staff and beneficiaries.
  • Establish strong monitoring and evaluation systems to track project progress, measure impact, and identify lessons learned and best practices for future programming.
  • Represent the organization in coordination forums, clusters, and other relevant platforms, advocating for the rights and needs of vulnerable populations and promoting effective humanitarian response strategies.
  • Ensure timely and accurate reporting to donors and stakeholders, in compliance with grant agreements, organizational policies, and donor requirements.
  • Oversee budget planning, expenditure tracking, and financial reporting for humanitarian aid projects, ensuring transparency, accountability, and compliance with financial guidelines in close coordination with Finance Department.

Job Requirements

Qualifications:

  • Master's degree in business administration specialized in management. Professional certification in PMP is desirable.
  • At least 5-7 years of progressive experience in managing emergency response programs, preferably in humanitarian or disaster-affected contexts.
  • Strong technical knowledge and experience in humaniterian aid and emergency response programs
  • Experience in egaging with different relevant clusters
  • Profeciency in cluster coordination

Commitment and Dedication:

  • Knowledge, understanding and commitment to organizational policies
  • Willingness to travel to provinces when planed by the management
  • Willingness to work outside official hours

Language Proficiency:

  • Fluency in both national language (Dari & Pashto) oral and written
  • Fluency in English is a must both oral and written
