Since 1993, Women for Women International (WfWI) has helped nearly 447,000 marginalized women in countries affected by war and conflict. We directly work with women in eight countries (including Afghanistan, Bosnia and Herzegovina, the Democratic Republic of the Congo, Iraq, Kosovo, Nigeria, Rwanda and South Sudan.), offering support, tools, and access to life-changing skills to move from crisis and poverty to stability and economic self-sufficiency.

 

Job Description

Position Objectives:

The Program Manager is responsible for overseeing the successful implementation of the Stronger Women Stronger Nations Program and complementary programs (Women empowerment, Advocacy, Male Engagement (MEP))  in the Afghanistan Country office including providing oversight and expertise that will enable women participants and graduates to be confident and become engaged citizens.

This role will lead on the identification of appropriate communities for program implementation, the recruitment and enrollment of program participants, quality control of the Stronger Women’s program, follow-up with graduates and networking, identification of relevant success stories, and community engagement activities. The Program Manager is also responsible for identifying and advancing new opportunities and new program innovations in social empowerment and economic development and will work to ensure program quality and impact by addressing program implementation challenges and ensuring positive results with target populations.

The Program Manager is a member of the country office Senior Management Team.

 

Specific duties and responsibilities:

 

  1. Program Management:
    • Lead on the planning, design and delivery of WFWI’s social and economic empowerment program in Afghanistan as well as the complementary programs (Advocacy, Male Engagement)  
    • Ensure quality control, impact and that the program is carried out in accordance with the mission and goals of WfWI and the terms and conditions of relevant grants.
    • Develop and maintain good working relationships with other collaborating agencies, partner organizations and community leaders in order to develop partnerships and referral relationships.
    • Oversee the design, delivery and impact of training activities; ensure training is effectively and efficiently administered as per agreed guidelines to ensure effective coordination of training sessions and provide relevant support and guidance to the trainers.
    • Lead on planning and conducting community assessment processes of the new operational locations of the CO/sub offices as per program guidelines and support the selection and enrolment of new participants
    • Ensure regular program activities are carried out in an efficient and timely manner including the delivery of program stipend to women participants and letter exchanges between women participants and international sponsors.
    • Develop new and innovative strategies, tools, guidelines and materials, as needed, to implement and monitor the Stronger Women program.
    • Work in collaboration with the Associate Director of Gender Equality and Women’s power and Associate Director of Women’s Economic Power at GSC l level to ensure that women empowerment program components in Afghanistan  are aligned with WfWI’s global strategic and programmatic plans.
    • Prepare timely and accurate monthly, quarterly reports and any other program reports and data required for external reporting including with the  local authorities.
    • Ensure procurement plans are prepared in coordination with Finance and Logistics Department so that program supplies and services are available for program delivery in a timely manner.
    • Participate in external meetings with donors' other agencies when needed; represent the WfWI Afghanistan program in key briefings where possible.

  1. Strategy, business development and partnerships:
    • Actively participate in the Country Office strategy development/ strategy revisions processes.
    • Prepare operational plans and program annual budgets for the program department in Afghanistan  office and keep team members informed of all changes in program strategy, policy, guidelines and expectations.
    • Actively participate in developing Country Office business development and fundraising plans.
    • Attend donor meetings and cultivate relationships with potential donors.
    • Contribute to the design of concept notes and proposals by providing technical inputs to log frames, program descriptions, activities, and budgets.
    • Identify, develop strategic partnerships with L/INGOs, government departments, UN agencies, private sector, private businesses, NGO Networks to enable opportunities for WfWI program participants and graduates.
    • Identify, develop, and expand relationships with key partners relevant to WFWI’s work in Afghanistan .
    • Provide technical support and guidance to local grantees and sub-grantees, as appropriate.

 

  1. Program Monitoring, Evaluation and Reporting:
    • Collaborate with the M&E Coordinator to ensure the timely collection of monitoring and evaluation data as per program guidelines.
    • Coordinate and provide information on new enrollments or dropouts.
    • Lead on preparing donor reports in line with donor grant agreement details.
    • Ensure the timely and accurate delivery of data on the Stronger Women program to the GSC
    • Collaborate with the M&E department in assessing program impact.
    • Participate in regular technical and business development calls with GSC.

 

  1. Personnel Management:
    • Participate in the recruitment, orientation and management of program officers, trainers and consultants under her supervision.   
    • Line manages direct reports in accordance with Women for Women International’s performance management framework, including the setting of annual performance objectives, conducting annual performance development plans, annual performance appraisal and regular check-up meetings regarding progress throughout the year.
    • Review and approve employee timesheets in accordance with grant agreements.
    • Conduct weekly program team meetings and oversee time and attendance and work planning/ scheduling.
    • Coordinate staff development needs and staff issues with the HRA Department.

 

  1. Budget Management:
    • Responsible for the efficient planning and use of  program budgets; ensure that expenses are reviewed and approved per budget and needs.
    • Review monthly spending plan and budget vs. actual reports to track actual expenditures against projected budget and address changes needed, also responsible to ensure timely and cost-efficient spending according to available UR or grant budgets and continuously updated projections.
    • Provide required documentation to Finance department as needed.
    • Participate in new proposal budget development and annual operational budget planning.
    • To fulfil other tasks that may be assigned to her / him by the line manager.

Job Requirements

SKILLS AND QUALIFICATIONS/Competencies

  • Education: Master or equivalent functional experience and skills, similar industry specific experience preferred, supervisory experience Capacity to execute projects and manage service delivery ensuring alignment to standards 
  • Years of experience: 7 years of work experience in relevant fields, preferably within INGOs sector and at least 5 years’ of managerial experience preferably in the NGO sector.
  • Demonstrable understanding of and experience in gender issues, women’s rights and economic and livelihoods opportunities and commitment to addressing inequalities in all key areas of responsibility.
  • Program Management experience with strong planning, facilitation and report writing skills.
  • Ability to define problems, establishes facts, analyzes situations, suggest solutions and makes decisions.
  • Excellent written and verbal English, Dari and Pashtu skills.
  • Experience in networking and building relationships with local and international networks, working groups and clusters.
  • Strong organizational and planning skills.
  • Good computer skills (Word, Excel, Outlook and email applications)
  • Demonstrated leadership skills and ability to manage a large, complex, diverse team of people through an inclusive and empowering management style.
  • Ability to have flexible work schedule which may include early mornings, evenings and weekends. May be required to occasionally work beyond normally scheduled hours.
  • Willingness to travel around the country as required.
