Job Description

Under the overall direction of the UNFPA GBViE Program Specialist, the incumbent will be responsible for following up with IPs on challenges faced in the field which are affecting service delivery, coordination with IPs on work plan implementation and PSS data collection and reporting, contributing to relevant donor reports and proposals development. 

The program implementation consultant will work in close collaboration with the UNFPA Access Specialist and regional area offices as and when required to overcome challenges IPs are facing in the field.

Essential Job Duties/Scope of Work:

The primary function of the consultant is to follow up and coordinate with implementing partners on the implementation of activities in relevant locations as per the annual work plan.  Improve their capacity in timely reporting and response to the challenges they face.

Summary of Key Functions:

  • Work closely with the GBViE Program Specialist, country team and the GBViE Unit team to understand program goals and to meet expectations;
  • Coordination with implementing partners on the functionality status of service delivery points in all targeted provinces;
  • Provide support and consultation to GBViE team about the expansion of the PSS program to new geographical locations;
  • In collaboration with the Access Specialist, follow up with IPs on all challenges and interferences that are affecting service delivery;
  • Work directly with implementing partners and area offices on challenges faced with program implementation and contribute to finding solutions to overcome challenges.
  • Ensure PSS key interventions are in line with the Country Office’s M&E framework;
  • Ensure routine data Collection, Data Analysis, Reporting clean and compiled PSS  service delivery points in a timely manner by IPs;
  • Closely track and monitor the statistics and project indicators on a regular basis and Provide full and detailed feedback to the implementing partners on reporting problems and solutions;
  • Contribute the development of new donor proposals and budgets as required;
  • Contribute to o relevant reports (including donor reports and Sitreps) and other documents as required;
  • Analyze trends of PSS  service delivery results and develop/adjust program strategies to meet needs;
  • Ensure effective implementation of the PSS program-related work plans of the Implementing Partners;
  • Provide any required follow-up pertaining to Spotlight 2.0 in Afghanistan.
 

Job Requirements

  • Advanced Degree in public health, gender, social science, political science or any other relevant field.

Knowledge and Experience: 

  • A minimum of 5 years work experience in programme management, monitoring and evaluation with focus on  prevention and PSS response programming;
  • Experience in results-based management;
  • Experience in project and team management;
  • Demonstrated ability to assess, supervise and coordinate technical work in prevention and response in humanitarian and recovery settings;
  • Experience in conducting needs assessments and programme design;
  • Strong writing skills in English and experience in writing donor proposals, reports, policy notes and strategic documents;
  • Awareness and demonstrable knowledge of how PSS manifests in humanitarian settings and ability to describe context-specific prevention and response actions.
  • Knowledge of training tools and methods and proven experience delivering training on PSS in humanitarian settings related topics;
  • Familiarity with humanitarian programming and the UN inter-agency coordination system.
  • Experience in training facilitation, monitoring and overall coordination of the component.
  • Knowledge of IASC guidelines, completion of IASC e-courses desirable.
  • Experience in budget development and management.
  • Proficiency in computer skills specially MS. Office.
  • Familiarity with UN policies and principles is desirable.

 

Language requirements: 

  • Fluency in English is required. Dari and Pashto are necessary as the working language in Afghanistan. 
  • Knowledge of other official UN languages would be an asset.
