About Johanniter International Assistance

Johanniter International Assistance (www.johanniter-int.org) is a department in Johanniter Unfall-Hilfe, a German non-governmental organisation. It is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting mostly health projects worldwide. The Federal Headquarters are based in Berlin, Germany.

Johanniter International Assistance started its operations in Afghanistan in October 2002 with the aim to improve the health conditions of Afghan communities through providing medical care and supporting health facilities. Johanniter International Assistance is implementing its projects through national partner organisations in Badghis, Kabul, Khost and Kunduz provinces.

Job Description

Main Purpose of Job:

Under the direct supervision of the Sr. Program Manager, Program Development Manager will contribute to quality program development. PDM will be responsible for proposal development, oversee project implementation and provide monitoring and evaluation. She/He will demonstrate a mutual understanding of both Johanniter and partner organizations.  She/He will ensure compliance to donor standards, develop tools, provide capacity building training to partner organization.  

Main duties and responsibilities:

  • Develop proposals in consultation with SPM and partner organizations.
  • Lead or coordinate project start-up with the partner organizations and other key stakeholders.
  • Ensure all involved staff have copies of approved program design (narrative, logframe, monitoring and evaluation plan, budget, and grant agreement) and that they understand donor regulations, reporting and other requirements.
  • Assist with recruiting and staffing/consulting needs.
  • Support program staff in meeting special donor requirements, such as the purchase of capital assets.
  • Facilitate start-up workshop and any required training (e.g., donor requirements).
  • Ensure clarity of roles and responsibilities for key staff to support successful project implementation.
  • Ensure technical review of any baseline research methodologies.
  • Ensure that monitoring and evaluation system is set up (including reporting templates) and processes for developing detailed implementation plan is completed.
  • Ensure that the reporting and evaluation process for the performance management of programs is developed.
  • Communicate outcomes of start-up to SPM and HoM.
  • Ensure that projects are managed effectively through appropriate, timely and detailed communication with appropriate internal teams and relevant stakeholders regarding major issues and successes related to the project. Coordinate with appropriate staff and leadership to encourage and facilitate the documentation of promising practices and lessons learned. On-going project implementation support includes.
  • Provide project management assistance to the field as needed.
  • Ensure regular, positive, and productive communication with respective donor representatives, the field, and partners regarding the implementation of program activities.
  • Ensure on time submission of high-quality reports.
  • Work with project staff to ensure timely and high-quality reports are submitted.
  • Monitor implementation and resource/fund utilization rates in conjunction with Finance.
  • Assist the field in accessing appropriate technical assistance for successful implementation of activities.
  • Monitor compliance and ensure Johanniter responds professionally to all compliance and audit issues, follow-up on audit findings and evaluation recommendations.
  • Ensure technical review of any evaluation terms of reference.
  • Revise program documents as necessary and as requested and coordinate or complete approved amendments.
  • Coordinate and assist SPM in submitting cost and no-cost extensions.
  • Showcase projects and data collected through internal and external fora as relevant.
  • Lead close-out process (includes final reports, evaluations and lessons learned). Ensure that evaluation outcomes and lessons learned are shared with and disseminated to all appropriate stakeholders.
  • Conduct appropriate and useful field visits to assist the office, ensuring communication and coordination with appropriate staff members.
  • Network with sector leaders internally and externally, to strengthen Johanniter’s position, stay current with the sector evidence base, and to connect field projects with sector resources such as university researchers.
  • Attend sector specific external meetings/conferences as applicable to existing programming in order to share lessons learned and best practices with field offices.
  • Contribute to sector business plans and strategy.
  • Perform other duties as assigned.
  • Work collaboratively with team members when assigned to work as part of a team.

 

Confidentiality:

  • Ensuring the non-disclosure of any information whatsoever relating to the practices and business of The Johanniter International Assistance acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.

Reporting:

  • Maintain up to date records on above functions for provision of reports to supervisor as requested.

Note:  The role of the Program Development Manager cannot be limited to the specific duties and tasks detailed herein.  The success of the Johanniter humanitarian mission is the highest priority and all issues which arise must be addressed accordingly. Therefore, the Logistic officer will be required to manage all unforeseen issues and circumstances and remain flexible to perform other duties, as and when required.

Job Requirements

Qualifications

  • Relevant Master degree or equivalent  

Experience

  • At least 3-5 years’ experience in the international humanitarian organizations
  • Experience in proposal development and project implementation
  • Experience in IP and contract management

 

Technical skill and knowledge

  • Excellent proposal and report writing skills
  • Good communication skills (both written and oral), approachable, good listener and an easy to talk to person
  • Advance IT skills

  • Diplomatic, tact and with good negotiation skills
  • Self-motivated and have an understanding of gender issues
