  1. Program Summary:

As an INGO, since 2002, Good Neighbors International-Afghanistan (GNI-A) has been actively working in Afghanistan as a humanitarian and development aid agency, mainly targeting women and children who are deprived of their basic rights, especially the poor (rights-holders), through programs in several sectors, in order to enhance their capacities and to achieve major improvements in their lives. GNI-A is registered with the Ministry of Economy (NGO Department) under registration number 38.

Job Description

Position Summary:

Program Development Manager is responsible for leading and organizing programs and activities for GNI-A country program, tasked with developing programs to support the organization's strategic direction, as well as creating and managing long-term goals. Major role player in developing budgets and operating plans for programs and expanding program scope through writing/overviewing quality funding proposals.

In order to be successful in this role, the incumbent will need to have prior experience in both program management and team management. Maintaining existing networks and creating new partnerships with donors and like-minded organizations through different coordination bodies and clusters.

Specific Responsibilities:

  •  Support the Country Director and the Senior Management team to lead GNI-AFG program/projects (design/monitor/support implementation)
  • GNI representation and liaison in and out of country with different stakeholders including donors, UN cluster, partner agencies.
  • Support plans/strategic projects and partnership with other organizations.
  • Develop and submit reports to donors, supervise and assist in studies, analysis and evaluations.
  • Support and facilitate discussions, workshops and meetings with important stakeholders.
  • Analyze the impact of projects and promote learning by documentation of best-practices. Use this information to support decision-making processes.
  • Creating and managing long-term goals.
  • Ensure that all project activities meet core humanitarian and government standards.
  • Developing a budget and operating plan for the program.
  • Developing an evaluation method to assess program strengths and identify areas for improvement.
  • Writing and reviewing quality program funding proposals to guarantee the sustainability of organization and uninterrupted delivery of current services.
  • Managing a team with a diverse array of talents and responsibilities.
  • Ensuring goals are met in areas including rights holders’ satisfaction, safety, quality and team member performance.
  • Meeting with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
  • Producing accurate and timely reporting of program status throughout its life cycle.
  • Analyzing program risks.
  • Developing and following with inclusive and comprehensive program operation plan, so that each and every activity should be regularly tracked and make sure of execution of the operations according to their planned schedule.

  • Effective communication and partnership development, strong in facilitating and negotiation

  • Soft and strategic communication skills

Job Requirements

Job Requirements:

  • Bachelor's Degree in a relevant field, master's degree will be preferred.
  • Excellent communication skills Dari, Pashto and English.
  • At least 5 years of practical and visible working experience in the program leading position. Experience with INGOs is considered as a plus point
  • Proven experience in program management.
  • Proven stakeholder management skills.
  • Excellent knowledge of fundraising information sources.
  • Proven experience managing a team.
  • Experience using computers for a variety of tasks.
  • Competency in Microsoft applications including Word, Excel, Power point and Outlook.
  • Expert in project management.

Education and Experience

Bachelor’s degree in management/relevant, master's degree will be preferred.
 

Experience:

At least 5-8 years’ practical experience in the program lead areas, Experience with INGOs is preferred.

  • Languages: Fluent English and Dari/Pashto
