Job Description

Position Overview:

The Procurement and Logistics Officer is responsible for the duties relating to procurement of goods and services, and shipping and receiving of goods within the Urban Health Initiative (UHI) project in Kandahar. He/She will be responsible for the procurement cycle i.e. solicitation to goods receipt and logistical matters and ensures that all incoming shipments are intact and accurate, prepare outgoing shipments, review shipment documentation such as invoices and packing lists, and maintain inventory of shipping supplies. He/She ensures that the vendor and contractor receive right specifications and delivers the items in accordance with the approved delivery schedule in technical collaboration with Central procurement and Logistics department.

  • Work under the technical guidance of the Grants, Procurement and Logistics Manager to undertake timely

Related procurements actions.

  • Managing specific aspects of operational procurement and ensuring procurements are developed and progressed in a timely and cost‐effective fashion.
  • Taking responsibility for inspecting goods upon receipt and Complies with the Jhpiego procedures and regulations.
  • Closely working with finance, admin other relevant departments at the Kandahar City office.
  • Carries out all necessary procurement activities as assigned by the Manager
  • Process purchase requisitions / orders as needed.
  • Process RFP/RFQ/PO and other paper works related to procurement.
  • Receive, assess bids, quotations, and proposals.
  • Establish and negotiate contract terms and conditions, and maintain supplier relationships.
  • Keep and file all the vendors and contractors’ leases with all necessary documents.
  • Assist in the development of specifications for equipment, materials, and services to be purchased.
  • Administer contract performance, including delivery, receipt, warranty, damages and insurance.
  • Develop and maintain constructive and cooperative working relationships with colleagues, management, vendors and contractors for Jhpiego.
  • Ensures to record daily works and reported in weekly and monthly basis.
  • Oversee the receiving and dispatching of commodities in Kandahar and Coordinate shipments with field staff.
  • Collect and send invoices to appropriate departments and process vendor payments
  • Follow proper documentation and safety procedures of all stock functions
  • Ensure proper maintenance of stock equipment and goods
  • Coordinate with transporters and suppliers for the dispatch and procurement of commodities
  • Tasks stated above are indicative only. Due to the complex operating environment, the tasks are subject to substantial change to respond to the needs of the project and/or organization.
 

Job Requirements

Qualifications and Requirements:

  • Bachelor's degree or equivalent with minimum 4 years of relevant experience with national and/or international Organizations
  • Minimum three years of experience in Procurement/Logistics management with International Organizations on preferably USAID funded projects.
  • Excellent verbal, written and presentation skills
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform

Fluency in English and Dari languages
