About HEWAD, Reconstruction, Health & Humanitarian Assistance Committee

HEWADis a preeminent first responder, HEWAD provides emergency relief to those struck by conflict, disaster and disease—no matter where they are, no matter what the conditions—working with them to recover, rebuild and gain the skills and tools required for self-reliance. After the emergency has passed and our disaster-relief effort has ended, we shift from emergency medical response to long-term medical support and training. HEWAD provides resources and training to help local staff provide a range of services—including healthcare, food, water and sanitation support—to their communities.

Job Description

  1. Develop procurement plans for current operations contingency plans. 
  2. Design and develop standard operating methods to manage procurement operations efficiently. 
  3. Manage all procurement operations including all procured assets in order to ensure timely and cost-effective delivery
  4. The procurement officer has to coordinate and provide  support to ongoing operations in the area
  5. Develop and execute procurement support policy, processes, and methodologies for the general benefit of all mission units. 
  6. Develop reports on material and personnel movements and various operational procurement problems
  7. Receives all goods delivered to the site and ensures goods are received in the correct quantity and in good condition.
  8. Proper keep record of all warehouse in and out
  9. Always keeping updates on stock cards.
  10. Provides weekly reports to the related supervisor of all procurement activities.
  11. To visit and supervise project sites as required and asked by his supervisor.
  12. To organize the HEWAD/NAC facilities within his unit according to the accepted guidelines and policy.
  13. Keep track of purchase orders and requisitions and to follow up the procurement policies of HEWAD/NAC and donors regulations.
  14. Prepare bid summaries and translation of bills.
  15. Keeping Asset/inventory list update
  16. Ability to cope with stressful situations and work with limited resources.
  17. Any additional tasks assigned by the supervisor

Job Requirements

Qualifications:       

Bachelor’s degree in a BBA or equivalent Degree.

Experience:             

3-4 years of relevant experience in a relevant field, especially within an NGO, UN agency, or similar organization.

Others:              

  • Computer skills at operator level, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
  • Supervisory, team worker, analytical, and troubleshooting skills
  • Experience in planning, and reporting.
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to HEWAD/NAC environment.
  • Honest, proactive, and well-mannered.
