Job Description

Duties and Responsibilities

This position will oversee and manage all procurement, logistics, and asset management of WAW in Afghanistan.

Procurement Responsibilities

  • Implement standard procurement policy, procedures, and practices in accordance with donor and Afghan Government requirements
  • Establish appropriate control mechanisms to ensure transparency and accountability in the procurement and logistics of provincial offices
  • Close supervision, regular control and spot checks must be done with all transactions of provincial offices to ensure transparency and compliance
  • Ensures effective dissemination of information and advice on questions related to procurement.
  • Develops and supports standard specifications and processes for purchasing and contracting goods and services to provide improved service and quality pricing and reduce time and administrative costs. 
  • Maintains a system for adequate documentation and filing of procurement transactions for archiving and auditing purposes.
  • Manage all types of contracts under the WAW procurement and logistics unit, starting from the issuance of purchase or service contracts until completion, as well as the closing of contracts.
  • Ensures that purchase orders and contracts are subject to appropriate reviews and approvals and ensures such documents contain all necessary information, terms and conditions, and signatures to comply with WAW and donor regulations.
  • Ensures specifications of materials requested are complete, unbiased, clear, and accurate.
  • Prepares bid documents, including advertisements as needed, collects quotations, prepares analysis of bids and bid committee minutes, and follows up on outstanding orders. 
  • Ensures bid documentation is complete and accurate. Prepares other procurement and logistics documents and follows up on the completion of the process.
  • Ensures that there are no discrepancies between ordered and delivered goods or services. 
  • Provides all relevant documentation that enables the operation associate for logistics to maintain an inventory (expendable and non-expendable equipment) database readily available for verification.
  • Implements measures to eliminate fraud, waste, and abuse of project money.
  • Survey the markets for the latest trends in price, availability, delivery, and quality.
  • Maintain an interface with vendors and service representatives to ensure that materials and requirements meet procurement rules and regulations.

 

Asset Management Responsibilities

  • Schedules, supervises and monitors physical verification of assets on a quarterly basis at all WAW locations.
  • Develop physical Verification Sheets for physical counts conducted in Kabul and provincial offices, report on all missing and damaged assets, and submit action plans for inventory resolution.
  • Ensures that WAW inventory management systems are fully compliant with donor regulations & policies and that, at the minimum, the following actions are in place:
  • inventory database is always up-to-date
  • All assets are labeled, tracked & properly assigned
  • standardized, responsive, accurate, and informative filing system maintained
  • Assets inventory training for the logistics team is provided.
  • Inventory policies and procedures have been established.
  • Any other tasks assigned by the supervisor.

Job Requirements

  • Bachelor’s Degree in Administration, Business, Economics, or related field, or equivalent experience in managing Logistics on UN or any other donor-funded projects or INGO (5 years or more)
  • Extensive experience in procurement of goods and services, including designing and preparing solicitations and proposals, monitoring contract performance, and ensuring compliance in Afghanistan and/or the region.
  • Extensive knowledge of best practices in procurement/logistics procedures, project administration, contract procedures, and project follow-up.
  • Proven leadership qualities and experience as a procurement and logistics manager
  • Project management experience, including experience working in multi-cultural teams
  • Excellent communication skills Fluency in Dari, Pashtu, and English.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems.
