The RAWNAQ project is an EU-funded project which is implemented by the Norwegian Refugee Council and Cordaid. The program aims to create employment opportunities for Internally Displaced People and Returnees through private sector development initiatives. The project has started in January 2020 and will continue till June 2023, implemented in Herat and Kandahar cities of Afghanistan.
The project has two pillars; provision of technical assistance and constant BDS support to micro, small and medium enterprises ((M)SMEs) to further grow, expand and scale-up business operations and undertake innovative solutions to overcome challenges in the selected value chains, and, on the other hand, supporting youth from displaced and vulnerable host communities/families living in those areas to secure and retain decent jobs in these MSMEs.
Functional Responsibilities
The PMEAL assistant will operate under direct supervision from the PMEAL head of the unit, based in Kabul province, while maintaining a reporting connection to the senior PMEAL officer based in Kabul. In this role, the assistant will offer comprehensive technical and PMEAL support to the targeted provinces in the eastern region, with a specific focus on aiding the humanitarian program and project teams in Nangarhar province.
He will maintain effective coordination within the COA and Kabul PMEAL Department to ensure timely and correct measurement of outputs and outcomes, including closely monitoring the implementation process of projects and facilitating learning towards continuous improvements in the delivery of the projects/program. He would also support the PMEAL unit in a systematic approach towards continuous knowledge generation and shared learning.
Program Planning and Management
Support the Humanitarian Programme Manager/AFJR project manager and work with the Provincial Field staff and IP staff in providing PMEAL support during project planning and implementation, ensuring process monitoring from the project in the targeted provinces.
Assist/support the HA program manager/ AFJR project manager and other staff in translating the Cordaid Programme objectives into specific results in designated program areas.
Conduct timely monitoring of projects to ensure correct measurement of outputs and outcomes and support to facilitate learning towards continuous improvements in the delivery of programs and projects.
Support the PMEAL unit in developing fact-based messages and quality material, particularly the collection of success stories/case studies that reflect the smooth implementation of activities in the targeted provinces.
In close coordination with the head of the PMEAL unit and senior PMEAL officer, monitor the activities of local partners that enable quality during service delivery and integrity in delivering projects.
Identify and inform the PMEAL of successes, challenges, and lessons learned.
Contribute to planning, conducting, and responding to Cordaid performance evaluation reviews and surveys.
Result-Based Monitoring/Implementation of Programmes/Projects
Undertake regular field visits to gather information related to activities and outputs and ensure that all relevant data from the project implementation areas are captured, documented, and reported in a timely and results-based manner.
Analyze PMEAL data and produce reports with proper statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner.
Work closely with the PMEAL head of the unit, senior PMEAL officer, and Operations/program colleagues to ensure efficient and effective implementation and monitoring of the AFJR project.
Ensure that PMEAL findings are reflected and their recommendations are incorporated after each monitoring report.
Ensure the effective functioning and implementation of the beneficiary Compliant/Feedback and Response Mechanism (CFRM) in the targeted province for HA projects.
Build capacity and understanding of beneficiary accountability and CFRM among Cordaid staff, partners, and contractors.
Knowledge and Lesson Learning Management
Support to proactive dissemination and use of knowledge/lessons learned that are gained through PMEAL activities among teams and the PMEAL head of unit.
Ensure timely information on progress and results is available by compiling, monitoring, and preparing data for assessment reports, donor reports, and other reporting and communications products, including pictures and videos.
Document and share lessons learned and best practices in a timely manner and ensure that the knowledge gained contributes to improving project results and effectiveness.
Support project implementation by providing timely information about project successes to be scaled up as well as challenges to allow course correction’ throughout the life of the programme.
Undertake other duties as may be assigned by the PMEAL head of unit or senior PMEAL officer.
The PMEAL assitant’s effective performance directly influences the outcomes of Cordaid's programs and projects in eastern region, contributing to the organization's reputation as a strong partner in generating positive results that foster thriving communities in vulnerable environments.
