Job Description

Job Purpose

The pharmacy officer will be responsible and accountable for the management of health projects pharmaceutical supply chain management particularly MRF, including quantifications and rationalization. He/she should apply up-to-date knowledge and skills in caring for each project. 

He/she should have the qualification and experience in general and pharmaceutical and health commodities management, quantification, report writing and training, and knowledge of supervision, monitoring, and evaluation.

Main Duties & Responsibilities

  1. Assure a regular supply of all medicine, medical supplies/PPE, and medical equipment to the health facilities level and evaluate the pharmacy department activities in accordance with the organization, Donors, and other stake holder’s policies and regulations.
  2. Ensure the quality of medicines, medical supplies/PPE, and medical equipment (during procurement or stocking) in the Kabul office, provincial office, as well as, in the Health Facilities.
  3. Estimate the number of Medicines, medical supplies/PPE, and medical equipment needed for the implementation of the MRF project in each health facility; the estimate is to be based on data reflecting actual consumption in accordance with the HMIS reports.
  4. Report all pharmaceuticals-related activities to the National Pharmacy Manager on a regular basis.
  5. Review and comment on HF’s medicines and medical supplies requests and distribution list prior to finalizing them and maintain a standard and accepted Medicine consumption report system in IMC-managed/supported HFs.
  6. Collect the pharmacy Related reports on a regular basis, analyze them, and give feedback to pharmacy staff of the project HFs.
  7. Assist the provincial project team in Designing, Planning, and arranging the pharmacy-related training.
  8. Assist the provincial Project team in the recruitment of Pharmacists in the Health facilities if needed.
  9. She/he works as a member of the pharmaceutical management unit in Nangarhar office, with frequent travel to the field office for supportive supervision.
  10. Assist the provincial Project team to establish and maintain a good recording and maintenance system in the provincial pharmacy stock, as well as, in the health facilities stocks.
  11. Supervision, monitored, did on-the-job training, and feedback on pharmaceutical activities on a regular basis.
  12. Receive, analyze, and approve all pharmaceutical requests according to the (BPHS, national medicines policy, and license medicine list) considering donor rules and regulations as well.
  13. Quantification of medicine for projects and full understanding of international procurement of medicines particularly for MRF grants.
  14. Preparation of emergency kit according to the project’s rational request.
  15. Participate in coordination meetings related to pharmaceutical management and represent IMC.
  16. Be familiar with the quantification of medical commodities using Rationalization for the MRF project.

Job Requirements

Qualifications

Essential:

  • The candidate will be graduated from recognized pharmacy faculty as Pharm D.

Experience

  • The candidate will have three years of working experience in BPHS/EHPS projects or similar health projects as a pharmacy officer.
  • The candidate will have experience with national and international NGOs.

Competency

  • Fluent in Pashto, Dari, and English Languages.
  • Good Pharmaceutical management-related report-writing skills.
  • The candidate must be able to travel to hard-to-reach districts in Nangarhar province.
  • The candidate will have a good command of MS-office, particularly MS Excel package and MS Work.
  • The candidate can speak fluently in Pashto, Dari, and English.
  • Strong presentation and communication skills oral and written in Dari, Pashto, and English.
