Job Description

Purpose

The Movement Cooperation Officer contributes to the development and implementation of the partnership between the ICRC and the Afghan Red Crescent Society. For this purpose, s/he works in close collaboration and coordination with his/her counterpart and supports the implementation of the ARCS-ICRC capacity strengthening plan in security risk management. S/he contributes to building a positive relationship between the ICRC and its Movement partners.

 

Accountabilities and Responsibilities

  • Supports the implementation of the cooperation program related to the Safer Access Framework in the area of Security Risk Management (SRM). For this purpose, closely engages with his/her counterparts to jointly define a quarterly plan of action, monitor its implementation at national level.
  • Provides guidance and technical support in the areas of organization development and security risk management.
  • Supports the establishment of technical guidelines and SoPs, mobilizing and coordinating needed expertise within the ARCS, ICRC and movement partners.
  • Establishes and maintains a constructive relationship with his counterparts, fostering dialogue and mutual learning.
  • Assists in developing and organizing trainings and workshops
  • Actively prepares, participates to and reports on meetings related to the project.
  • Travels to Provinces to monitor and support the project implementation at local level in close coordination with his/her counterpart at the ARCS.
  • Translates accurately training materials, guidelines, standard operational procedures and Minutes of the Meetings from English into Pashto and vice versa as required.
  • Interprets accurately from English to Pashto/Dari languages and vice versa during the meetings and as required.
  • Contributes to the development of the Cooperation yearly plan of action and budget.
  • Advises and supports the Cooperation team on issues related to the project implementation, analysis of the context environment, providing recommendations

  • Understands and adheres to the ICRC Code of Conduct
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees, the ICRC and its partners.
  • Show a high degree of flexibility and adaptability
  • Ensures necessary administrative work is implemented on time.

 

Additional duties

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments.
  • Files reports, minutes of meetings, emails and correspondence as per established system.
  • Understands the delegation’s objectives and has a sound knowledge of the Movement and other contacts relevant to the position.
  • Collects and shares information to improve the ICRC’s understanding of the environment, humanitarian trends and responses.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
  • Takes responsibility for his own professional learning and development
 

Job Requirements

  • Certification required:

  • University Degree in Business administration, Project Management or Similar
  • Excellent command of Pashto and English both written and spoken
  • Fluent in Dari
  • Computer proficiency, including use of Word, Excel and PowerPoint
  • Qualification in security risk management an asset
  •  
  • Professional experience required

  • Minimum four years confirmed practical project management experience in the area of security management and/or field operations.
  • Confirmed ability to prepare and monitor an activity budget
  • Experience with an international organization is an asset
  • Experience in organizational development and capacity strengthening is an asset
