The Organization for Promotion of Health & Community Development (OPHCD) is a nonprofit, non-political, impartial and independent organization registered with the NGOs Department of the Ministry of Economy of the Government of Islamic Republic of Afghanistan, the organization established to serve the community and advocate for better coordinating and directing the available resources and activities for provision of quality services to the communities with an equitable manner.

OPHCD, as a non-governmental organization committed for a joint mission with having dedicated and expert staff in public health, Water Sanitation and Hygiene, community development as well as volunteers who have been working in technical and managerial positions with national and international NGOs since more than a Four year. The members of senior Management Team (SMT) and Board of Directors as well as the volunteers of the organization having appropriate experience, dedication and voluntarism which is a professional contribution to the health and development sector and systems for achieving of more sustainable results. Thus, the core staff of OPHCD have over Four Years of successful experience of being directly involved in developing different policies in the areas of health, wash, education and community development, designing and implementing service delivery projects (PHC,Water & Sanitation and Hygiene, Primary and higher education, Literacy programs, youth awareness and development, Public Nutrition, emergency preparedness and response and disaster risk reduction, trainings and coordination of different humanitarian Aids. Furthermore, the SMT and core Technical, Administration and Finance staff of the organization have up to date knowledge and rich experience of Grant Management, Project Management as well as conducting professional tasks of supportive Supervision, Monitoring, Evaluation, and Researches. Likewise, developing and on-time reporting (monthly, quarterly, annual, end of project and ad-hoc reports) to the donors and stakeholders, presenting the results of the aforementioned programs at the community, organizational, national and international levels are the expertise of the organization’s technical and administrative staff.

Job Description

Main duties and responsibilities:

Operation (HR & Logistic) officer is reportable to Provincial project manager and Main office operation Officer. Following are the main responsibilities of the position:

Logistic:

The operation officer is overall responsible for managing the procurement and supply chain needs/requirements of the project including procuring all program supplies and services, accounting for all assets, managing stocks, and managing fleet concerns an for this purpose:

  • Manages project procurement in line with the organization procurement policy and procedures.
  • Develop project procurement plan and execute procedures and methodologies to enable effective implementation of logistic plan.
  • Maintain functional procurement committee for purchasing goods and services according to the organization procurement policy.
  • Design and develop standard operating methods to manage logistics operations efficiently
  • Ensure accountable, timely and cost-effective release of peacekeeping cargos along with personnel
  • Preparation of monthly reports of vehicles as per rules and regulations and makes sure that vehicles are in a good condition to avoid any delay in projects
  • Support project’s staff to prepare proper requisition form and receive proper clear approved requisition form from the requisitioned (Program) with full specified list.
  • Make RFB (Request for Bid) to the suppliers and obtain quotation for requested items
  • Prepare bid summary, analysis, PO (Purchase Order) and complete procurement papers for the requested items
  • To submit the item/equipment properly to the requisitioned after completion of asset/inventory report to the asset section, properly way bill the items before sending out to any location and obtain recipient signatures
  • Keeps update records of all inventory lists. (Assets, books, vehicles, and etc.).
  • Delivers the procured goods to the relevant sites and collects the good receipts notes.
  • Assist project Manager for any other tasks needed to be done and assigned.
  • Identify added logistic training requirements to attain high working standards
  • Coordinate and present logistics support to ongoing land, air, rail and river operations
  • Ensure logistics requirements take gender-specific needs into consideration
  • Coordinate logistics activities related to procurement, funding, substantive units and humanitarian affairs
  • Develop and execute logistics support policy, processes and methodologies to general benefit of all mission units
  • Develop reports on material and personnel movements and various operational logistics problems
  • Provide accurate and proper calculated cash requirements to supervisor on time required.
  • Manages supply of goods and equipment’s to health facilities.
  • Ensures that logistic section all filling system is update and in place
  • Undertake all other duties and responsibilities as assigned by the supervisor

Human Recourse

Project operation officer is responsible to manage all aspects of the Human Resources functions according to the HR policy of the organization and report to Project Manager at province and Operation Officer at country office.

  • Develop and monitor overall HR strategies, systems, tactics and procedures across the organization.
  • Manage new staff recruitment process including raising SRF, developing ToR, job announcement, collecting applicants’ CVs, preparing long list…. and making contract for new employee.
  • Support current and future business needs through the development, engagement, motivation and preservation of human capital.
  • Report to management and provide decision support through HR metrics and ensure legal compliance throughout human resource management.
  • Develop accurate and up to date job descriptions for all the position and provide advice and assistance to the HR assistants with writing job descriptions
  • Nurture a positive working environment, oversee and manage a performance appraisal system that drives high performance.
  • Ensure HR administration and maintenance of records and systems are in line with the HR policy.
  • Identify training needs and development opportunities; organize staff training sessions and workshops activities.
  • Process employee requests for outside training while complying with policies and procedures
  • Management of Attendance System including staff leave and monitor staff performance and attendance activities.
  • Participation in the development and delivery of company induction process for new starters
  • Developing and updating HR Policies and Procedures as necessary.
  • Ensuring compliance with relevant statutory legislation and HR best practice
  • Making of monthly reports.
  • Keeping the record of all employ in HR Database/Excel version and maintain functional recruitment committee at the organization level.
  • Undertaking specific projects within the HR function, as required and when resources available.
 

Job Requirements

Qualifications:

  1. Education
  • Bachelor degree in related field (BBA, BSc)
  1. Experience
  • At least 3 Years’ work experience in related fields (HR & Logistic) with government or non-government organization, UN Agencies or other development organizations
  • Demonstrable experience with Human Resources metrics, Knowledge of HR systems and databases
  • Active listening, negotiation and presentation skills, Competence to build and effectively manage interpersonal relationships at all levels and In-depth knowledge of labor law and HR best practices
  • Demonstrate computer skills (Ms. Office Package)
  • Excellent written and verbal communication skills in English language and fluent in a local language;
  • Be able to travel all districts/health facilities as well as outside of province

  • Capacity to perform effectively under pressure and harsh conditions; ability to handle confidential and politically sensitive issues in a responsible and mature manner;
