Job Description

Job Summary:

The Officer, Finance under the direct supervision of the Head of Finance (or his/her designated) will be responsible for managing all financial activities of programs in the regional and national level and help the finance department with the preparation, implementation, and monitoring of budget, particularly donor funding management and liaising with donor relevant department to report and correspond matters as per required policies and procedures.

Major Responsibilities:

  • Maintain communication with AKES project and regional team and regularly monitoring of document, grant expenditures and grant funded activity to ensure full compliance with terms and conditions imposed by donor and making sure timely receipt of required reports and documentation in accordance with the donor regulations.
  • Maintaining appropriate financial systems (includes first level of voucher checking, entering accounting entries into FIS, preparation of voucher, updated ledger based on voucher, prepare monthly receipt and payment statement, checking document backups etc…).
  • Track the project financial expenditure and make sure of the budget utilization within its time accordingly to milestones.
  • Bank and other reconciliations, preparation of various daily, monthly, and annual financial reporting etc and preparation of other financial reports, documents & analysis tools as directed.
  • Ensure proper coding for allocation of expenses by projects/donors and funding source as required.
  • Ensure proper handling and management Fund requested by Region and Fund received from Donor.
  • Provide support and follow up with units for financial transactions and assist them as required.
  • Physical verifications of fixed assets and stocks. 
  • Ensure the deposit of taxes (staff payroll tax and other rental premises and equipment taxes).
  • Receive monthly, quarterly, and yearly forecast from region and check/review and finalize and prepare monthly, quarterly and yearly reports.
  • Retention and maintaining of filing system and timely update of records. 
  • Coordinating the work of external/internal, auditors and financial assessors, ensuring the appropriate and timely implementation of all audit recommendations.
  • Develop work instructions to give a documented trail of department practices.

Occasional Significant Duties and Responsibilities

  • Conduct field visits as required to each region.
  • Perform ad-hoc tasks assigned by management/supervisor.

Decision-Making & Authority

  • First level verification of vouchers/expense claims and ensures that the expenses incurred are as per the approved policy and procedures of AKES, A and donors and are supported with proper backups.
 

Job Requirements

  • At least Bachelor’s degree in relevant fields, preferably in finance and management.
  • Substantial (at least 3 years) experience of finance and management.
  • Work experience in ISCALA software would be a plus point.
  • Ability to develop relationships, build trust and work in partnership with AKES, A staff and other stakeholders.
  • Excellent written and verbal communication skills in English, including report writing,
  • Cultural awareness, understanding and sensitivity; knowledge of Afghanistan and local languages will be an advantage.
