The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. The Aga Khan Foundation (AKF) is a non-denominational international development agency established in 1967 by His Highness the Aga Khan. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education, and health.
POSITION OBJECTIVE
The Senior Data & MIS Officer is responsible for developing, managing, maintaining and troubleshooting of the WERP MIS and timely updating the MIS of WERP in close collaboration with PIU sections and IPs MIS and reporting teams.
JOB DUTIES AND RESPONSIBILITIES
• In coordination with other PIU sections and consultation of PIU head, M&E and Reporting Specialist, develop, manage, maintain, and troubleshoot the WERP Database.
• Prepare the required procedures, guidelines, and user manual for the use of WERP database.
• Make sure all PIU sections and IPs MIS team are familiar with the functionality of WERP database and know how to feed data and information into the system and how to generate project updates and reports using the WERP database.
• Validates and verifies data of the WERP Projects which are received from IPs provincial teams and points outs the problems for accuracy.
• Provides required data for preparation of monthly progress report to M&E and Reporting Specialist and communicates the problems to PIU relevant sections for follow up with IPs provincial teams and updates the data.
• Assists M&E and Reporting Specialist in producing monthly, quarterly and annual reports.
• Assists the Planning and GIS Specialist of PIU in developing the geographic information systems GIS database in WERP.
• Assist GIS Officer in terms of generating reports & map production.
• Carry out need assessments on the PIU MIS needs.
• Support procurement section of PIU in developing and operating any system for recording and filing procurement related issues.
• Ensure consistency and compatibility between the PIU MIS’s, IPs MISs and the systems of AKF.
• Determine the MIS-related training needs in PIU and IPs and conduct training and organize workshops.
• Liaise with internal and external stakeholders and partners.
• Liaise with other WASH sector organizations to facilitate data exchange and collaboration.
• Developing Work plan for MIS, setting goals/objectives and achieving them.
• Ensure that the necessary backup procedures for WERP database IS in place and regular backups are taken.
• Represent the PIU MIS team in meetings and workshops.
• Assist the GRM officer of PIU in developing of GRM database to make sure any kind of complaint is registered in the GRM databases and actions and progress in responding to the complaints of the staff of beneficiaries are undated in the system, recorded and reported when required.
• Cooperate with the PIU M&E Team and TPMA and any other monitoring actors to make sure required monitoring tools are used, findings are communicated with IPs provincial teams, rectification measures have been taken by contractors and feedback has been send to TPMA on regular and on time bases.
• To carry out the responsibilities of the role in a way which reflects AKF (Afg)'s commitment to safeguarding staff, beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.
• To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.
JOB SPECIFICATION
• University degree in computer science or diploma in Information Technology is required.
• Strong Knowledge of Website Designing & Web based Reporting is required.
• Knowledge of MCSE would be an advantage.
• 5 years MIS Work Experiences, including 2 years of GIS Work related experiences required.
• A solid understanding of rural development, rural infrastructure projects with a focus on participatory processes, joint management, and gender issues.
• Have good analytical, writing and reporting skills including experience in preparing quantitative and qualitative reports.
REQUIRED CORE COMPETENCIES
• Fluency in English, Farsi/Dari, and Pashtu languages.
• Strong communication and interpersonal skills to effectively collaborate with stakeholders and team members.
• Able to work independently and manage multiple tasks simultaneously.
• Familiarity with communities, CDCs, DDAs and CSO will be required.
