About UNODC

ORGANIZATIONAL CONTEXT:

 

Afghanistan is affected by illicit drug production as well as drug use and dependence (and a concentrated HIV epidemic among injecting drug users). With around 2 million drug users and 5% of the population involved in drug cultivation, Afghanistan pays a very high cost for the illicit drug problem in the country.

 

Sub-programme 3 aims at addressing drug use, drug use disorders and related HIV/AIDS and other co- morbidities as part of the humanitarian response in Afghanistan, with a special focus on vulnerable groups such as children, adolescents, female injecting drug users and populations in closed settings.

 

UNODC sub-programme 3 has been supporting Afghanistan to strengthen drug prevention, treatment and rehabilitation, and harm reduction programs based on scientific evidence, human rights and gender consideration by developing: 1) comprehensive and effective drug policy and system; 2) coordination among stakeholders; 3) technical tools (e.g. national guidance, clinical protocols, psychosocial protocols); 4) capacity building of national policy makers, public health officials, health and drug treatment professionals, social care and education providers, as well as criminal justice and law enforcement officers.

Job Description

Under the overall guidance of the Representative of the UNODC Country Office for Afghanistan and/or his designated official, and overall direction of Counter narcotics expert and technical guidance of the global HIV/AIDS Section and PTRS unit and direct supervision of the National Project Coordinators, the National Programme Associate will be based at UNODC Country Office for Afghanistan in Kabul and assist in the planning, coordination, implementation, and monitoring of programme activities. In particular the incumbent will:

  • Assist in project planning coordination and implementation including coordination and preparation of administrative matters related to the organization of meetings, seminars, workshop and conferences, and other arrangements;  
  • Liaise with UNODC supporting units and regional and provincial offices on project-related administrative and operational matters such as payments, contract management, recruitment of staff, procurement of goods and services, and asset management;
  • Follow up and liaise with UNDP Country Office on project related administrative matters;
  • Assist in monitoring project progress, periodic, annual and final reports and documents, ensuring correctness of style and compliance with UN procedures and standards;
  • Work closely with administration in the preparation of budget and other planning documents, and on project/budget revisions;
  • Maintain a record of actual expenditures and assist in carrying out financial controls of the project including monitoring of expenditures against budget allocations, towards preparation of financial reports;
  • Draft and finalize correspondence reports and documents and ensuring correctness of style and compliance with UN procedures and standards;
  • Work together with the provincial and central procurement section in Kabul to undertake administrative action related to the procurement of equipment and services including preparation of procurement request form, purchase orders, contracts, and payment to the related requests;
  • Assist in preparing quarterly reports and any other reports as required;
  • Liaise with counterpart personnel;
  • Travel to provinces away from duty station if required;
  • Organize both incoming and outgoing correspondence, including the establishment of log/registry system and filing;
  • Arrange and maintain calendar of appointments and preparing travel plans for mission;
  • Fulfill reporting requirements and coordinate timely reporting from the provincial team;
  • Responsible for creating shopping cart, Service Entry Sheet, Project revisions and other Umoja related functions;
  • Assist ensuring smooth functioning of IT related issue with full guidance and support of IT section;  
  • Carry out any other tasks as assigned.

The National Programme Associate will provide support to local organization in the planning, coordination, implementation, and monitoring of their activities. In particular the incumbent will be involved in the following tasks:

  • Strengthen the organizational structure and related policies;
  • Develop proper financial systems and related tools;
  • Develop proper procurement and logistic systems;
  • Develop proper monitoring system;
  • Develop reporting and project design capacity.

Job Requirements

Education:

 

 

  • High School certificate or bachelor’s Degree in business administration, Social Sciences, Economics, Medical studies, or other related disciplines.

 

Experience:

 

 

  • With high school certificate 7 years and with bachelor’s degree 5 years of relevant experience in project/programme management and/or administration with a national and/or international NGO;  
  • Experience in the field of Harm Reduction/Drug treatment, and experience in capacity-building programmes are preferred;
  • Relevant working experience with UNODC or UN is an advantage;
  • Good knowledge of finance and Human Resources process and regulation;
  • Basic knowledge on M&E and reporting system.

Languages:

  • Proficiency in written and spoken English and excellent knowledge of Afghanistan’s official languages (Pashto or Dari) are required.
