Job Description

The Norwegian Afghanistan Committee (NAC) is a member-based solidarity organization that has been working in support and solidarity with the Afghan people for more than 35 years. The Norwegian Afghanistan Committee (NAC) has a zero tolerance of sexual exploitation, abuse, and harassment (SEAH) both within the organization and of beneficiaries. Prevention of and protection from sexual exploitation, abuse, and harassment (PSEAH) is the individual and collective responsibility of all NAC officers, management, staff, consultants, and volunteers, who are all required to familiarize themselves with, agree to, and act in accordance with NAC’s Ethical Guidelines and Commitment, NAC Child Protection Policy, and NAC PSEAH Policy, at all times – both during and outside working hours – and participate actively in introductory and refresher trainings. Any breaches of PSEAH clauses in NAC’s policies, guidelines, and/or commitments will lead to immediate termination and possible legal actions.

Major Duties and Responsibilities

Specific tasks and responsibilities:

  • The National M&E Officer is responsible for supporting the National M&E Coordinator in monitoring, evaluation, and reporting of the project/s throughout the regions.
  • Develop project M&E plan and M&E tools to ensure proper data collection and management.
  • Oversee collecting, analyzing, visualizing, and summarizing project data on regular basis and provide M&E and program team with accurate and reliable data/information on timely basis.
  • Participate in monitoring and evaluation of projects/programs as per projects’ M&E plan and track project progress on regular basis.
  • Conduct regular monitoring visits and provide corrective feedback for the project team to ensure quality-based project implementation in compliance with the proposed standards.
  • Assist project team in setting-up a harmonized filing system and ensure that all the means of verifications related to program / project activities are collected and well-documented.
  • Prepare Monthly Output Activity Tracking Sheet (MOATS) in coordination with the project manager and provide on-time reports to the project and national M&E team.
  • Ensure project data is collected and enter into MIS on a regular basis and in-line with the Monthly Output Activity Tracking Sheet (MOSTS) reports.
  • Ensure that the collected data are analyzed and visualized on a timely basis and feed in project reports and support informed and evident-based decision making.
  • Assist National M&E Coordinator in the development of framework and tools for project baseline, midline, and endline assessments.
  • Supervise the field research team in collecting quantitative and qualitative data for project baseline, midline, and endline and support in data analyzation and generating reports.
  • Active participation in the regular meeting with other program and operation staff in case of any technical problem and take immediate action.
  • Assist the project team in preparation of project monthly/quarterly reports.
  • Support and guide the project staff to develop success stories from the very best practices going on in the field on a quarterly basis.
  • Provide support and building the capacity of the regional project staff in the areas of monitoring and evaluation and data collection/management.
  • Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
  • Carry out the role and responsibilities in a way that reflects commitment to NAC Safeguarding Policy.
  • Provide appropriate and timely feedback, inputs, and suggestion/recommendation to supervisors on relevant stakeholders on matters concerning M&E activities.
  • Perform any other tasks and duties as may be directed by the supervisor from time to time.

Job Requirements

  • Fluent in Dari
  • Good at Pashto
  • Good at English speaking and writing

Qualifications Required:

  • Bachelor’s degree in relevant fields.
