Job Description

  • Under the direct supervision of the (National level) Durable Solutions Coordinator, and in coordination with IOM Regional Coordinators, Heads of Sub Office, and program leads, the Durable Solutions Coordination Officer will lead external Durable Solutions coordination for Internally displaced person (IDPs) and returnees, at area / regional levels, in Afghanistan. The postholder will also support in internally enabling programmatic convergence towards Solutions outcomes in the assigned region.

    Core Functions / Responsibilities:

  • Lead the Regional Durable Solutions Working Group; convening relevant UN and NGOs, participate in the establishment of ToR, membership expectations and chairing arrangements.

  • With other co-chairs and national guidance, develop methodologies and tools for operations related to return and local integration of IDPs and returnees, through area-based approaches, while ensuring synergies and alignment with member agencies and other stakeholders.
  • Participate in discussions to prioritize locations in the region based on available data, new assessments and information gathering.
  • Identify data / information needs and compile and update key population and needs data for discussion.
  • Share information on organizational interventions, good practice, lessons learnt and opportunities to scale.
  • Map partners coverage, identify partnerships, referrals, and comparative advantages.
  • Integrate regional planning analysis into prioritization and resource mobilization discussions.
  • Implement defined coordination functions with OCHA counterparts to enable emergency and longer-term transition (HDPN nexus approaches)
  • I Identify needs and plan and coordinate capacity building initiatives for regional Working Group members and other stakeholders.
  • Participate in other coordination forums and task forces as relevant, establishing linkages with DS.
  • Support local authority analysis and identification of opportunities for principled engagement.
  • Work together with IOM program units to identify opportunities for integrated, solutions-oriented programs in alignment with IOM’S Approach to Supporting Development Solutions to Internal Displacement, DSWG Regional Plans, and the Solutions Strategy for Afghanistan.
  • Regular travel to Mazar and coverage of the north region.
  • Perform other duties as may be assigned.

Job Requirements

Education

Master’s degree in International relations, Political Science, Business or Public Administration, Humanitarian Affairs, Conflict Studies or a related field from an accredited academic institution with two years of relevant professional experience, or

University Degree in the above fields with four years of relevant professional experience.

Experience

  • Relevant experience including in External Humanitarian Coordination, Displacement, Durable Solutions, Community Engagement, Stabilization, Peacebuilding, Return, Recovery and Reintegration, Government Liaisons / Engagement, Information Management.
  • Demonstrated experience in establishing and strengthening coordination bodies.
  • Experience with international organizations (UN agencies, international organizations, and specialized international NGOs), preferably in early recovery and stabilisation, assistance to IDPs and refugees, and humanitarian assistance.
  • Data and assessment skills including developing tools collaboratively and carrying out analysis to inform coordination and resource mobilization.
  • Experience working directly with displaced populations, particularly in conflict settings and in protracted displacement situations; particularly the socio-economic reintegration of returnees or other groups;
  • Experience working in conflict and post conflict settings.
  • Project management experience including administrative and financial management (previous experience with IOM an advantage).
  • Experience in liaising with governmental authorities and local communities.
  • Experience and willingness to live in field locations with basic accommodation and amenities.

  • Familiarity with programmatic issues surrounding relief to recovery transition, including good understanding of Durable Solutions frameworks.
  • Ability to prepare clear and concise reports.

Languages

  • For this position, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
